90_SJ0064eng 90SJ0064 Engrossed SRS90SJ0022BWsa 1 Senate Joint Resolution No. 64 2 (As amended by Senate Amendment No. 1) 3 WHEREAS, The 90th General Assembly of the State of 4 Illinois has adopted Senate Joint Resolution 52, submitting a 5 proposition to amend the Illinois Constitution to the voters 6 of Illinois at the November 1998 general election; and 7 WHEREAS, The Illinois Constitutional Amendment Act (5 8 ILCS 20/) requires the General Assembly to prepare a brief 9 explanation of the amendment, a brief argument in favor of 10 the amendment, a brief argument against the amendment, and 11 the form in which the amendment will appear on the ballot and 12 also requires that this information be submitted to the 13 Attorney General and filed with the Office of the Secretary 14 of State for publication and distribution to the electorate; 15 therefore, be it 16 RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY 17 OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES 18 CONCURRING HEREIN, that the Joint Committee on the Courts 19 Commission Amendment is created; and be it further 20 RESOLVED, That the Joint Committee shall consist of 8 21 legislative members, 2 each appointed by the President of the 22 Senate, the Minority Leader of the Senate, the Speaker of the 23 House of Representatives, and the Minority Leader of the 24 House of Representatives; and be it further 25 RESOLVED, That the President of the Senate and the 26 Speaker of the House shall each designate one member to serve 27 as co-chairs of the Joint Committee; and be it further 28 RESOLVED, That the Joint Committee, pursuant to the 29 Illinois Constitutional Amendment Act, shall direct the 30 preparation of a brief explanation of the amendment, a brief 31 argument in favor of the amendment, a brief argument against 90SJ0064 Engrossed -2- SRS90SJ0022BWsa 1 the amendment, and the form in which the amendment will 2 appear on its separate ballot as provided by Section 16-6 of 3 the Election Code (10 ILCS 5/16-6); and be it further 4 RESOLVED, That the Joint Committee shall file a report 5 with the Secretary of the Senate and the Clerk of the House 6 of Representatives prior to the adjournment of the Regular 7 Session of the Ninetieth General Assembly of the State of 8 Illinois; and be it further 9 RESOLVED, That the report on the amendment shall contain: 10 (i) a brief explanation of the amendment; (ii) a brief 11 argument in favor of the amendment; (iii) a brief argument 12 against the amendment; and (iv) the form in which the 13 amendment will appear on the ballot; and be it further 14 RESOLVED, That the two houses shall adopt the report on 15 the amendment by a vote of a majority of the members elected 16 to the two houses; after resolving any disputes as to the 17 contents of the report, the report and the proposed amendment 18 shall then be submitted to the Attorney General and filed in 19 the Office of the Secretary of State.
