 1                       SENATE JOINT RESOLUTION
 2        WHEREAS, It is the purpose of the National Conference  of
 3    State   Legislatures   to   (1)  advance  the  effectiveness,
 4    independence and  integrity  of  the  legislatures  as  equal
 5    coordinate   branches   of   government  in  the  states  and
 6    territories of the United  States  and  the  Commonwealth  of
 7    Puerto  Rico;  (2) seek to foster interstate cooperation; (3)
 8    vigorously represent the states and their legislatures in the
 9    American federal system of government; and (4) work  for  the
10    improvement  of the organization, processes and operations of
11    the state legislatures, the knowledge  and  effectiveness  of
12    individual  legislators  and  staff, and the encouragement of
13    the practice of high standards of personal  and  professional
14    conduct by legislators and staffs; and
15        WHEREAS,  The NCSL annual conference, since its inception
16    in 1975, has been held in such celebrated American cities  as
17    Philadelphia,  New  York, San Francisco, Boston, New Orleans,
18    Indianapolis, Orlando, Denver, with Chicago hosting the event
19    in 1982; and
20        WHEREAS, Pursuant to the vote of the Executive  Committee
21    of  the National Conference of State Legislatures in December
22    of 1994, Chicago, Illinois was selected and will serve as the
23    host city and state for the 2000 NCSL Annual Conference; and
24        WHEREAS, The City of Chicago,  with  its  great  cultural
25    wealth, vast diversity, and its prominence as a global center
26    of  conventions  and  tourism,  serves as an ideal setting to
27    host such a prestigious national event; and
28        WHEREAS,  By hosting a conference of  such  magnitude  in
29    the  State of Illinois and the City of Chicago, both the city
30    and the state will benefit from  the  influx  of  public  and
31    private  sector revenue as well as the distinction associated
32    with such an event; and

 1        WHEREAS, The development and implementation of a  concise
 2    plan  to  successfully fulfill the goals and high aspirations
 3    of  the  annual  NCSL  conference   requires   an   extensive
 4    logistical and prepatory approach; and
 5        WHEREAS,  The  General  Assembly of the State of Illinois
 6    realizes the necessity  to  create  a  special  committee  to
 7    develop  a succinct plan to bring to fruition and enhance the
 8    high standards that have been set by previous  hosts  of  the
 9    annual conference; therefore, be it
10        RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY
11    OF  THE  STATE  OF  ILLINOIS,  THE  HOUSE  OF REPRESENTATIVES
12    CONCURRING HEREIN, That there is created a Host Committee for
13    the National Conference of State Legislatures  (NCSL)  annual
14    conference to the held in Chicago, Illinois in the year 2000;
15    and be it further
16        RESOLVED, The Host Committee shall consist of two members
17    of  the  Senate appointed by the President of the Senate, who
18    shall designate one appointee as co-chairperson of  the  Host
19    Committee,  two  members  of  the  Senate  appointed  by  the
20    Minority  Leader  of  the Senate, two members of the House of
21    Representatives appointed by the Speaker of  the  House,  who
22    shall  designate  one appointee as co-chairperson of the Host
23    Committee, and two members of the  House  of  Representatives
24    appointed   by   the   Minority   Leader   of  the  House  of
25    Representatives; and be it further
26        RESOLVED,  The  co-chairpersons  may  appoint  additional
27    members to serve on the Host Committee; and be it further
28        RESOLVED, That the Mayor of  the  City  of  Chicago,  the
29    Executive  Director  of  the  Chicago  Convention and Tourism
30    Bureau, the  Director  of  the  Department  of  Commerce  and
31    Community   Affairs,   and  the  Secretary  of  the  Illinois
32    Department of Transportation shall serve as  ex-officio,  non

 1    voting members of the Host Committee; and be it further
 2        RESOLVED,  That members of the Host Committee shall serve
 3    without  compensation  but  shall  be  reimbursed  for  their
 4    reasonable and necessary expenses incurred in the performance
 5    of their official duties; and be it further
 6        RESOLVED,  That  the  Host  Committee  may  hire staff to
 7    advance the objectives of the Committee; and be it further
 8        RESOLVED, That under the direction of the Host Committee,
 9    the  Department  of  Commerce  and  Community  Affairs,   the
10    Illinois  Department  of  Transportation  and all Legislative
11    Agencies shall provide support services and  assistance;  and
12    be it further
13        RESOLVED,  That the Host Committee shall formulate a plan
14    for the procedures and activities of the conference;  and  be
15    it further
16        RESOLVED,  That  the  Host Committee shall undertake both
17    public  and  private  sector   fundraising   initiatives   to
18    support/defray   the   costs   associated  with  hosting  the
19    conference; and be it further
20        RESOLVED, That suitable copies of this  resolution  shall
21    be  distributed  to the President of the Senate, the Minority
22    Leader  of  the  Senate,  the  Speaker  of   the   House   of
23    Representatives,   the   Minority  Leader  of  the  House  of
24    Representatives, the  Mayor  of  the  City  of  Chicago,  the
25    Executive  Director  of  the  Chicago  Convention and Tourism
26    Bureau, the  Director  of  the  Department  of  Commerce  and
27    Community  Affairs,  the Secretary of the Illinois Department
28    of  Transportation,  and  the  Executive  Directors  of   the
29    Legislative Agencies.
