Amends the Vehicle Code and the State Finance Act to
provide for Police Memorial Committee license plates. Creates
the Police Memorial Committee Fund and provides that the
additional fees for the plates shall be deposited in that
Fund for payment, subject to appropriation, to the Police
Memorial Committee for maintaining a memorial statue, holding
an annual memorial commemoration, and giving scholarships to
children of police officers killed in the line of duty.

1 AN ACT concerning special license plates, amending named
2 Acts.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The State Finance Act is amended by adding
6 Section 5.480 as follows:
7 (30 ILCS 105/5.480 new)
8 Sec. 5.480. The Police Memorial Committee Fund.
9 Section 10. The Illinois Vehicle Code is amended by
10 adding Section 3-643 as follows:

12 Sec. 3-643. Police Memorial Committee license plates.
13 (a) The Secretary, upon receipt of an application made
14 in the form prescribed by the Secretary, may issue special
15 registration plates designated as Police Memorial Committee
16 license plates. The special plates issued under this Section
17 shall be affixed only to passenger vehicles of the first
18 division and motor vehicles of the second division weighing
19 not more than 8,000 pounds. Plates issued under this Section
20 shall expire according to the multi-year procedure
21 established by Section 3-414.1 of this Code.
22 (b) The design and color of the plates is wholly within
23 the discretion of the Secretary. The Secretary may allow the
24 plates to be issued as vanity plates or personalized under
25 Section 3-405.1 of the Code. The Secretary shall prescribe
26 stickers or decals as provided under Section 3-412 of this
27 Code.
28 (c) An applicant for the special plate shall be charged
29 a $25 fee for original issuance in addition to the

1 appropriate registration fee. Of this fee, $10 shall be
2 deposited into the Police Memorial Committee Fund and $15
3 shall be deposited into the Secretary of State Special
4 License Plate Fund, to be used by the Secretary to help
5 defray the administrative processing costs.
6 For each registration renewal period, a $25 fee, in
7 addition to the appropriate registration fee, shall be
8 charged. Of this fee, $23 shall be deposited into the Police
9 Memorial Committee Fund and $2 shall be deposited into the
10 Secretary of State Special License Plate Fund.
11 (d) The Police Memorial Committee Fund is created as a
12 special fund in the State treasury. All money in the Police
13 Memorial Committee Fund shall be paid, subject to
14 appropriation by the General Assembly and approval by the
15 Secretary, as grants to the Police Memorial Committee for
16 maintaining a memorial statue, holding an annual memorial
17 commemoration, and giving scholarships to children of police
18 officers killed in the line of duty.
