      20 ILCS 2310/55.69        from Ch. 127, par. 55.69
          Amends  the  Civil  Administrative  Code   of   Illinois.
      Requires  the staff person of the Department of Public Health
      who handles women's health issues to provide  information  to
      members  of  the  public, patients, and health care providers
      regarding women's gynecological cancer.   Provides  that  the
      Department  may  develop  or  contract with others to develop
      materials regarding  women's  gynecological  cancers  or  may
      survey   available  publications  from  the  National  Cancer
      Institute and the  American  Cancer  Society.   Provides  for
      making  the materials available to the public.  Provides that
      the Department shall consult  with  appropriate  health  care
      professionals  and  providers,  patients,  and  organizations
      representing  health  care  professionals  and  providers and
      patients.  Provides that the staff person shall  publish  the
      women's health care summary required under the Act.

 1        AN ACT to amend the Civil Administrative Code of Illinois
 2    by changing Section 55.69.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.  The Civil Administrative Code of Illinois  is
 6    amended by changing Section 55.69 as follows:
 7        (20 ILCS 2310/55.69) (from Ch. 127, par. 55.69)
 8        Sec. 55.69.  Women's Health Issues.
 9        (a)  The  Department  of  Public Health shall designate a
10    member of its staff  to  handle  women's  health  issues  not
11    currently or adequately addressed by the Department.
12        (b)  The  staff  person's  duties  shall include, without
13    limitation:
14             (1)  Assisting in the assessment of the health needs
15        of women in the State.
16             (2)  Recommending  treatment  methods  and  programs
17        that  are  sensitive   and   relevant   to   the   unique
18        characteristics of women.
19             (3)  Promoting  awareness of women's health concerns
20        and   encouraging,   promoting,   and   aiding   in   the
21        establishment of women's services.
22             (4)  Providing adequate and effective  opportunities
23        for  women  to express their views on Departmental policy
24        development and program implementation.
25             (5)  Providing information to  the  members  of  the
26        public,  patients,  and  health  care providers regarding
27        women's gynecological cancers, including but not  limited
28        to  the signs and symptoms, risk factors, the benefits of
29        early detection through appropriate  diagnostic  testing,
30        and treatment options.
31             (6)  Publishing  the  health  care  summary required

 1        under Section 55.66 of this Act.
 2        (c)  The  information  provided   under   item   (5)   of
 3    subsection  (b)  of  this  Section  may  include,  but is not
 4    limited to, the following:
 5             (1)  Educational  and  informational  materials   in
 6        print, audio, video, electronic, or other media.
 7             (2)  Public      service      announcements      and
 8        advertisements.
 9             (3)  The health care summary required under  Section
10        55.66 of this Act.
11        The  Department  may  develop  or contract with others to
12    develop, as the Director deems  appropriate,   the  materials
13    described  in  this  subsection  (c)  or may survey available
14    publications from, among other sources, the  National  Cancer
15    Institute  and the American Cancer Society.  The staff person
16    designated under this Section shall  collect  the  materials,
17    formulate a distribution plan, including distribution through
18    the  Illinois  State  Medical  Society,  and  disseminate the
19    materials according to the plan.  These  materials  shall  be
20    made  available to the public free of charge.  The Department
21    may, by rule, require health care  providers  to  make  these
22    materials available to patients.
23        In  exercising  its powers under this subsection (c), the
24    Department  shall  consult  with  appropriate   health   care
25    professionals  and  providers,  patients,  and  organizations
26    representing  health  care  professionals  and  providers and
27    patients.
