90_SB1350 20 ILCS 625/4.1 new Amends the Illinois Economic Opportunity Act. Provides that DCCA shall administer a family and community development grant program to make services available to families that are at risk for long-term economic dependency and to work with communities to provide economic opportunities. Creates a Community Services Advisory Council within DCCA. Sets forth the powers and duties of DCCA and the Council in relation to selecting grantees, requirements for the program, and other matters. LRB9008934MWpc LRB9008934MWpc 1 AN ACT to amend the Illinois Economic Opportunity Act by 2 adding Section 4.1. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Illinois Economic Opportunity Act is 6 amended by adding Section 4.1 as follows: 7 (20 ILCS 625/4.1 new) 8 Sec. 4.1. Family and Community Development Grant 9 Program. 10 (a) A family and community development grant program 11 shall be administered by the Department of Commerce and 12 Community Affairs. The program shall be designed to make 13 services available to families who are at risk of long-term 14 economic dependency and to work with communities to provide 15 economic opportunities. The purpose of the program is to 16 fund, evaluate, and provide recommendations on not less than 17 8 nor more than 10 projects to move 100 families at risk of 18 long-term economic dependency to self-sufficiency through the 19 family and community development program. 20 (b) As used in this Section only: 21 "Applicant" means a public or private organization that 22 makes application for a grant through the request for 23 proposals process. 24 "Council" means the Community Services Advisory Council. 25 "Department" means the Department of Commerce and 26 Community Affairs. 27 "Grant" means an award to fund a project approved by the 28 Council. 29 "Grantee" means the recipient of a grant approved by the 30 Council. 31 (c) The Community Services Advisory Council as -2- LRB9008934MWpc 1 established within the Department of Commerce and Community 2 Affairs with respect to the family and community development 3 grants administered, under agreement, by the Department of 4 Commerce and Community Affairs shall include a representative 5 of the Human Resource Investment Council. 6 (d) The Council shall: 7 (1) Identify the factors and conditions that place 8 Illinois families at risk of long-term dependency upon 9 the AFDC program or its successor program. The Council 10 shall seek to use relevant research findings and national 11 and Illinois-specific data on TANF (formerly AFDC). 12 (2) Identify the factors and conditions that place 13 Illinois families at risk of family instability, 14 long-term economic dependency, and foster care placement. 15 (3) Report those findings to the Secretary of the 16 Department of Human Services for his or her evaluation. 17 (4) Recommend grants to public or private 18 organizations to provide family and community development 19 services to families at risk of long-term economic 20 dependency. 21 (5) In cooperation with the Illinois Community 22 Action Association, use family and community development 23 outcome measures to independently evaluate the 24 effectiveness of demonstration projects. 25 (6) Seek the support of an Illinois accredited 26 university to continue research and evaluation 27 responsibilities. 28 (7) Seek additional support for the funding of 29 family and community development grants. 30 (8) Make recommendations to the Governor, the 31 General Assembly, and the Secretary of the Department of 32 Human Services on the effectiveness of family and 33 community development intervention programs in Illinois. 34 (9) Evaluate and make recommendations regarding the -3- LRB9008934MWpc 1 cost and benefits to the expansion of the services 2 provided under TANF (formerly ADFC) to include tuition 3 for parenting skills programs, family support and 4 counseling services, child development services, job 5 readiness and job skill training, and transportation and 6 child care expenses associated with the programs and 7 services. 8 (e) In cooperation with the Illinois Community Action 9 Association, the grantees shall identify families that 10 receive TANF (formerly AFDC) payments that may place families 11 at risk of long-term economic dependency. 12 (f) The Department shall adopt rules for the operation 13 of this program. 14 Section 99. Effective date. This Act takes effect upon 15 becoming law.
