20 ILCS 415/8b.5-5 new
Amends the Personnel Code. Requires that each department
of State government establish recruiting and hiring goals for
the appointment of recipients of public aid or food stamps in
all positions in the department requiring a high school
diploma or less. The target for each department shall be for
5% of those positions to be filled by those recipients.

1 AN ACT to amend the Personnel Code by adding Section
2 8b.5-5.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Personnel Code is amended by adding
6 Section 8b.5-5 as follows:
7 (20 ILCS 415/8b.5-5 new)
8 Sec. 8b.5-5. Appointment of public aid and food stamp
9 recipients. Each department of State government established
10 under Section 3 of the Civil Administrative Code of Illinois
11 shall establish recruiting and hiring goals for the
12 appointment of recipients of public aid under the Illinois
13 Public Aid Code and recipients of food stamps in all
14 positions in the department requiring a high school diploma
15 or less. The target for each department shall be for 5% of
16 those positions to be filled by those recipients. For this
17 purpose, a question concerning an applicant's receipt of
18 public aid or food stamps may be added to appropriate
19 employment application forms to be submitted by candidates
20 for appointment to those positions. Each year, as provided
21 in rules adopted by the Department of Human Services, each
22 department of State government shall report to the Department
23 of Human Services (i) the targeted number of positions in the
24 department to be filled by recipients of public aid or food
25 stamps and (ii) the actual number of positions in the
26 department filled by those recipients.
27 Section 99. Effective date. This Act takes effect upon
28 becoming law.
