Amend Senate Bill 968, AS AMENDED, 3 by replacing the title with the following: 4 "AN ACT to amend the Environmental Protection Act by 5 changing Section 8."; and 6 by replacing everything after the enacting clause with the 7 following: 8 "Section 5. The Environmental Protection Act is amended 9 by changing Section 8 as follows: 10 (415 ILCS 5/8) (from Ch. 111 1/2, par. 1008) 11 Sec. 8. Legislative findings and purpose. The General 12 Assembly finds that pollution of the air of this State 13 constitutes a menace to public health and welfare, creates 14 public nuisances, adds to cleaning costs, accelerates the 15 deterioration of materials, adversely affects agriculture, 16 business, industry, recreation, climate, and visibility, 17 depresses property values, and offends the senses. 18 It is the purpose of this Title to restore, maintain, and 19 enhance the purity of the air of this State in order to 20 protect health, welfare, property, and the quality of life 21 and to assure that no air contaminants are discharged into -2- LRB9002396DPcwam04 1 the atmosphere without being given the degree of treatment or 2 control necessary to prevent pollution. 3 (Source: P.A. 76-2429.)".
