 1                    AMENDMENT TO SENATE BILL 866
 2        AMENDMENT NO.     .  Amend Senate Bill 866, by  replacing
 3    the title with the following:
 4        "AN  ACT  to amend the General Obligation Bond Act."; and
 5    by replacing everything after the enacting  clause  with  the
 6    following:
 7        "Section  1.  The  General Obligation Bond Act is amended
 8    by changing  Sections 2, 3, 4, 6, and 7.
 9        (30 ILCS 330/2) (from Ch. 127, par. 652)
10        Sec. 2. Authorization for Bonds.  The State  of  Illinois
11    is  authorized  to issue, sell and provide for the retirement
12    of General Obligation Bonds of the State of Illinois  in  the
13    total  amount  of $9,234,908,392 $8,805,508,392 herein called
14    "Bonds".
15        Of the total amount of  bonds  authorized  above,  up  to
16    $2,200,000,000  in aggregate original principal amount may be
17    issued and sold in accordance with the Baccalaureate  Savings
18    Act in the form of General Obligation College Savings Bonds.
19        Of  the  total  amount  of  bonds authorized above, up to
20    $300,000,000 in aggregate original principal  amount  may  be
21    issued and sold in accordance with the Retirement Savings Act

 1    in the form of General Obligation Retirement Savings Bonds.
 2        The  issuance  and  sale of Bonds pursuant to the General
 3    Obligation Bond Act is an economical and efficient method  of
 4    financing  the  capital  needs  of  the State.  This Act will
 5    permit the issuance of  a  multi-purpose  General  Obligation
 6    Bond  with  uniform  terms  and features.  This will not only
 7    lower the cost of registration but also  reduce  the  overall
 8    cost  of  issuing  debt  by  improving  the  marketability of
 9    Illinois General Obligation Bonds.
10        Bonds shall be issued for  the  categories  and  specific
11    purposes  expressed in Sections 2 through 8 and Section 16 of
12    this Act.

15        Sec. 3. Capital Facilities. The amount of  $3,846,083,392
16    $3,487,283,392  is authorized to be used for the acquisition,
17    development,   construction,   reconstruction,   improvement,
18    financing, architectural planning and installation of capital
19    facilities  within  the  State,  consisting   of   buildings,
20    structures,  durable  equipment,  land, and interests in land
21    for the following specific purposes:
22        (a)  $1,032,672,246 $905,272,246 for educational purposes
23    by State universities and colleges,  the  Illinois  Community
24    College Board created by the Public Community College Act and
25    for  grants  to  public  community  colleges as authorized by
26    Sections 5-11 and 5-12 of the Public Community College Act;
27        (b)  $1,027,213,368   $898,113,368    for    correctional
28    purposes at State prison and correctional centers;
29        (c)  $298,682,486    $284,132,486    for   open   spaces,
30    recreational and conservation purposes and the protection  of
31    land;
32        (d)  $451,215,486 $415,165,486 for child care facilities,
33    mental  and  public health facilities, and facilities for the

 1    care of disabled veterans and their spouses;
 2        (e)  $809,568,641 $765,968,641 for use by the State,  its
 3    departments,  authorities,  public  corporations, commissions
 4    and agencies;
 5        (f)  $818,100  for  cargo  handling  facilities  at  port
 6    districts and for breakwaters, including harbor entrances, at
 7    port districts in conjunction with facilities for small boats
 8    and pleasure crafts;
 9        (g)  $137,672,796   $129,572,796   for   water   resource
10    management projects;
11        (h)  $16,940,269 for the provision of facilities for food
12    production research  and  related  instructional  and  public
13    service  activities  at  the  State  universities  and public
14    community colleges;
15        (i)  $34,000,000 for grants by the Secretary of State, as
16    State Librarian, for central library facilities authorized by
17    Section 8 of the Illinois Library System Act and  for  grants
18    by the Capital Development Board to units of local government
19    for public library facilities;
20        (j)  $25,000,000   for   the   acquisition,  development,
21    construction,   reconstruction,    improvement,    financing,
22    architectural planning and installation of capital facilities
23    consisting  of  buildings,  structures, durable equipment and
24    land  for  grants  to  counties,  municipalities  or   public
25    building commissions with correctional facilities that do not
26    comply  with  the  minimum  standards  of  the  Department of
27    Corrections under Section  3-15-2  of  the  Unified  Code  of
28    Corrections;
29        (k)  $5,000,000  for  grants  in  fiscal year 1988 by the
30    Department of Conservation for improvement  or  expansion  of
31    aquarium  facilities  located  on  property  owned  by a park
32    district; and
33        (l)  $7,300,000 to State agencies  for  grants  to  local
34    governments  for  the  acquisition,  financing, architectural

 1    planning,   development,   alteration,   installation,    and
 2    construction  of  capital facilities consisting of buildings,
 3    structures, durable equipment, and land.
 4        The amounts authorized above for capital  facilities  may
 5    be   used  for  the  acquisition,  installation,  alteration,
 6    construction, or reconstruction of capital facilities and for
 7    the purchase of equipment for the purpose  of  major  capital
 8    improvements  which  will  reduce energy consumption in State
 9    buildings or facilities.

12        Sec. 4.  Transportation.  The  amount  of  $2,436,800,000
13    $2,388,300,000  is  authorized  for  use by the Department of
14    Transportation for the  specific  purpose  of  promoting  and
15    assuring  rapid,  efficient,  and  safe highway, air and mass
16    transportation for the inhabitants of the State by  providing
17    monies,  including  the  making  of grants and loans, for the
18    acquisition,  construction,  reconstruction,  extension   and
19    improvement  of  the  following transportation facilities and
20    equipment, and for  the  acquisition  of  real  property  and
21    interests  in  real  property  required  or  expected  to  be
22    required in connection therewith as follows:
23        (a)  $1,411,000,000    for   State   highways,   arterial
24    highways, freeways,  roads,  bridges,  structures  separating
25    highways  and  railroads  and  roads,  and  bridges  on roads
26    maintained by counties,  municipalities,  townships  or  road
27    districts for the following specific purposes:
28             (1)  $1,310,000,000 for use statewide,
29             (2)  $3,641,000   for   use   outside   the  Chicago
30        urbanized area,
31             (3)  $7,543,000 for use within the Chicago urbanized
32        area,
33             (4)  $13,060,600 for use within the City of Chicago,

 1             (5)  $57,894,500 for  use  within  the  counties  of
 2        Cook, DuPage, Kane, Lake, McHenry and Will, and
 3             (6)  $18,860,900  for  use  outside  the counties of
 4        Cook, DuPage, Kane, Lake, McHenry and Will.
 5        (b)  $835,800,000   $787,300,000   for    mass    transit
 6    facilities,   as  defined  in  Section  49.19  of  the  Civil
 7    Administrative Code of  Illinois,  including  rapid  transit,
 8    rail, bus and other equipment used in connection therewith by
 9    the   State   or   any  unit  of  local  government,  special
10    transportation  district,  municipal  corporation  or   other
11    corporation  or  public  authority  authorized to provide and
12    promote public transportation within the State or two or more
13    of  the  foregoing  jointly,  for  the   following   specific
14    purposes:
15             (1)  $740,000,000 $691,500,000 statewide,
16             (2)  $83,350,000  for  use  within  the  counties of
17        Cook, DuPage, Kane, Lake, McHenry and Will,
18             (3)  $12,450,000 for use  outside  the  counties  of
19        Cook, DuPage, Kane, Lake, McHenry and Will.
20        (c)  $190,000,000  for airport or aviation facilities and
21    any  equipment  used  in  connection   therewith,   including
22    engineering  and  land acquisition costs, by the State or any
23    unit of local government,  special  transportation  district,
24    municipal   corporation   or   other  corporation  or  public
25    authority authorized to provide public transportation  within
26    the State, or two or more of the foregoing acting jointly.

29        Sec. 6. Anti-Pollution.
30        (a)  The   amount   of   $189,300,000   $170,400,000   is
31    authorized  for  allocation  by  the Environmental Protection
32    Agency for grants or loans to units of  local  government  in
33    such  amounts,  at  such  times  and  for such purpose as the

 1    Agency  deems  necessary  or  desirable  for  the   planning,
 2    financing,  and  construction  of  municipal sewage treatment
 3    works and solid waste disposal facilities and for  making  of
 4    deposits  into  the Water Pollution Control Revolving Fund to
 5    provide assistance in accordance with the provisions of Title
 6    IV-A of the Environmental Protection Act.
 7        (b)  The  amount  of  $160,500,000  is   authorized   for
 8    allocation by the Environmental Protection Agency for payment
 9    of  claims  submitted  to  the State and approved for payment
10    under  the   Leaking   Underground   Storage   Tank   Program
11    established in Title XVI of the Environmental Protection Act.

14        Sec.  7.  Coal  and  Energy  Development.   The amount of
15    $163,200,000 $160,000,000 is authorized to  be  used  by  the
16    Department  of  Commerce  and  Community Affairs for coal and
17    energy development purposes, pursuant to Sections  2,  3  and
18    3.1 of the Illinois Coal and Energy Development Bond Act.  Of
19    this  amount  $115,000,000  is  for  the specific purposes of
20    acquisition,   development,   construction,   reconstruction,
21    improvement, financing, architectural and technical  planning
22    and   installation   of   capital  facilities  consisting  of
23    buildings, structures, durable equipment, and  land  for  the
24    purpose  of  capital development of coal resources within the
25    State, $35,000,000 is for making a grant to the  owner  of  a
26    generating  station  located  in Illinois and having at least
27    three coal-fired  generating  units  with  accredited  summer
28    capability greater than 500 megawatts each at such generating
29    station  as  provided  in  Section  6  of  that  Bond Act and
30    $13,200,000 $10,000,000  is  for  research,  development  and
31    demonstration of forms of energy other than that derived from
32    coal, either on or off State property.

 1        Section  2.   This Act becomes effective immediately upon
 2    becoming law.".
