Provides that the Department of Public Aid, or the Department of Human Services as successor agency to the Department of Public Aid for purposes of administering job programs, shall operate a program that will facilitate transportation for welfare recipients and former welfare recipients to employment. Provides for two programs, one in a city of over 500,000 residents and one in a rural area with limited public transportation and details the support services that may be provided. Provides that the program shall begin no later than January 1, 1998 and details the information about participants to be kept by the Department. Effective immediately. LRB9003227SMdv LRB9003227SMdv 1 AN ACT to amend the Illinois Public Aid Code by adding 2 Section 12-4.32. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Illinois Public Aid Code is amended by 6 adding Section 12-4.32 as follows: 7 (305 ILCS 5/12-4.32 new) 8 Sec. 12-4.32. Job transportation program. 9 (a) The Department shall operate a program that will 10 provide or facilitate transportation for welfare recipients 11 and former welfare recipients to employment that is outside 12 the area of the recipient's residence. The program shall be 13 targeted to residents of areas with a high concentration of 14 cash welfare recipients and to persons who meet financial 15 eligibility criteria for cash welfare payments, or receive 16 food stamps, or are former cash welfare recipients at risk of 17 returning to the cash welfare program. 18 (b) The Department shall operate no fewer than two 19 programs, one in an area with high concentrations of welfare 20 recipiency in a city of more than 500,000 residents; and one 21 in a rural area of the state with high concentrations of 22 welfare recipiency and no or inadequate public transportation 23 resources for job commuting. The Department may operate the 24 program in other areas of the state as well. 25 (c) The project may provide or support any or all of the 26 following services: 27 (1) van, bus, or carpooling services; 28 (2) financial support and coordination for 29 participants to acquire vehicles and to transport 30 themselves and other participants; 31 (3) emergency transportation services for -2- LRB9003227SMdv 1 participants who must leave work early or get to work 2 late due to illness, change in work schedule, family 3 emergency, a child care problem, or other emergency; 4 (4) start-up or ongoing services, programs, or 5 incentives designed to help employers to provide 6 round-trip transportation to participants who are their 7 employees or are job applicants. 8 (d) The Department may contract for coordination of all 9 or part of this program to community-based organizations with 10 a demonstrated history of creating transportation 11 opportunities for low income people and shall, whether 12 program coordination is contracted or not, coordinate the 13 program with such community-based organizations and 14 transportation providers. 15 (e) The program shall begin no later than January 1, 16 1998. The Department shall track participants and maintain 17 data on their participation, job history, welfare history, 18 and the impact of the program on participation in work and 19 welfare. 20 Section 99. Effective date. This Act takes effect upon 21 becoming law.
