Amend Senate Bill 551 on page 1, in 3 lines 1 and 2 and in line 6, by replacing "Section 10-22.31" 4 each time it appears with "Sections 10-22.24a and 10-22.31 5 and adding Section 10-22.24b"; and 6 on page 1, by inserting below line 6 the following: 7 "(105 ILCS 5/10-22.24a) (from Ch. 122, par. 10-22.24a) 8 Sec. 10-22.24a. School counselor. To employ school 9 counselorscertified as such by the State Teacher10Certification Board, and to supervise school counselor11interns enrolled in a school counseling program approved by12the State Teacher Certification Board. A school counselor is 13 a qualified guidance specialist who holds or is qualified for 14 an elementary, high school, or special certificate issued by 15 the State Teacher Certification Board and a School Service 16 Personnel certificate endorsed in guidance issued by the 17 State Teacher Certification Board. Individuals who have 18 completed approved programs in other states may apply for a 19 School Service Personnel certificate endorsed in guidance if 20 a review of their credentials indicates that they hold or 21 qualify for an elementary, high school, or special 22 certificate in their own state. -2- LRB9003111THpkam 1 (Source: P.A. 82-998.) 2 (105 ILCS 5/10-22.24b new) 3 Sec. 10-22.24b. School counseling services. School 4 counseling services in the public schools may be provided by 5 school counselors as defined in Section 10-22.24a. School 6 counseling services include but are not limited to: (1) 7 educational planning; (2) career development and counseling; 8 (3) college counseling; (4) developing and facilitating 9 anti-violence education or conflict resolution programs, or 10 both; (5) providing crisis intervention programs within the 11 school setting; (6) making appropriate referrals to outside 12 agencies; (7) interpreting achievement, career, and 13 vocational test information; (8) developing individual career 14 plans for all students; (9) providing individual and small 15 group counseling; (10) addressing the developmental needs of 16 students by designing curricula for classroom counseling and 17 guidance; (11) consulting and counseling with parents for the 18 academic, career, and personal success of their children; 19 (12) facilitating school to work transition programs; and 20 (13) supervising school counseling interns enrolled in school 21 counseling programs that meet the standards of the State 22 Board of Education. Nothing in this Section prohibits other 23 qualified professionals, including other certificated school 24 personnel, from providing those services listed in this 25 Section.".
