      625 ILCS 5/3-639 new
          Amends the Illinois Vehicle Code to allow  the  Secretary
      of  State  to issue special registration plates to presidents
      of villages and incorporated towns and mayors.  Provides  for
      increased  fees  for  these  plates, to be deposited into the
      Secretary of State Special  License  Plate  Fund.   Effective
      immediately.

 1        AN  ACT  to  amend  the  Illinois  Vehicle Code by adding
 2    Section 3-639.
 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:
 5        Section  5.  The  Illinois  Vehicle  Code  is  amended by
 6    adding Section 3-639 as follows:
 7        (625 ILCS 5/3-639 new)
 8        Sec. 3-639.  Special registration plate for  a  president
 9    of a village or incorporated town or mayor.
10        (a)  The  Secretary,  upon receipt of all applicable fees
11    and  applications  made  in  the  form  prescribed   by   the
12    Secretary,   may   issue   special   registration  plates  to
13    presidents of villages and incorporated towns and mayors.
14        The special plates issued under  this  Section  shall  be
15    affixed  only  to passenger vehicles of the first division or
16    motor vehicles of the second division weighing not more  than
17    8,000 pounds.
18        Plates  issued  under this Section shall expire according
19    to the multi-year procedure established by Section 3-414.1 of
20    this Code.
21        (b)  The design and color of the special plates shall  be
22    wholly  within  the discretion of the Secretary.  Appropriate
23    documentation,  as  determined  by   the   Secretary,   shall
24    accompany each application.
25        (c)  An  applicant for the special plate shall be charged
26    a  $15  fee  for  original  issuance  in  addition   to   the
27    appropriate  registration  fee.  This additional fee shall be
28    deposited into the Secretary of State Special  License  Plate
29    Fund,  to  be  used  by  the  Secretary  to  help  defray the
30    administrative processing costs.
31        For each  registration  renewal  period,  a  $2  fee,  in

 1    addition  to  the  appropriate  registration  fee,  shall  be
 2    charged.   This  additional  fee  shall be deposited into the
 3    Secretary of State Special License Plate Fund.
 4        Section 99.  Effective date.  This Act takes effect  upon
 5    becoming law.
