Provides that the Director shall note the duties of each classification (now offices or places) and fix lines of promotion from lower classifications to higher classifications (now from offices or places to superior offices or places). Provides that promotion shall be made where the experience gained in the lower classification tends to qualify an employee to perform the duties of a higher classification (now that duties tend to fit the incumbent for a superior position). Provides that when a vacancy in a higher classification (now superior offices or places) cannot be filled by reinstatement, the Director shall hold promotional examinations. Provides that classifications in the lines of promotion (now offices or places next lower) are solely eligible for the examination. Provides that efficiency and seniority shall form part of the examination but shall not carry a weight of more than 25% of the total examination points (now a total number of marks to exceed one quarter of the maximum marks attainable). Makes other changes. The Metropolitan Water Reclamation District 6 Act is amended by changing Section 4.10 as follows: 7 (70 ILCS 2605/4.10) (from Ch. 42, par. 323.10) 8 Sec. 4.10. Promotions. The Director shall note of record 9 the duties (whether imposed by law, official regulation or 10 practice) of each classificationoffice or placein the 11 classified service, and shall thereupon by rule fix lines for 12 promotion from lower classificationssuch several offices and13placesto higher classificationssuperior offices or places14 in all cases where, in his judgment, the experience gained in 15 the lower classification may tend to qualify an employee to 16 perform the duties of a higher classificationthe duties of17such several positions directly tend to fit the incumbent for18a superior position. In case of vacancy in higher 19 classificationssuperior offices or places, which cannot be 20 filled by reinstatement, the Director shall hold promotional 21promotionexaminations to fill such vacancy. Incumbents of 22 classifications in lines of promotion established by the 23 Directoroffices or places next lower in the line so fixed24 shall be solely eligible for such examination, unless in the 25 judgment of the Director, it is for the best interests of the 26 service that original examination for such vacancy be held. 27 In promotionalpromotionexaminations, efficiency and 28 seniority in service shall form a part of such examination, 29 but combined shall not carry a weight of more than 25% of the 30 total examination pointstotal number of marks to exceed31one-quarter of the maximum marks attainable in suchSB533 Engrossed -2- LRB9001774MWpc 1examination.
