      New Act
          Creates the Community Workforce Employment Council Act to
      facilitate  public    input  into  One  Stop  Career  Centers
      established by  the  Department  of  Commerce  and  Community
      Affairs   (DCCA),   the  Illinois  Department  of  Employment
      Security (IDES), and the United States Department of Labor by
      creating an 11 member council for each  Center  appointed  by
      the  governor,  with  5 members representing private business
      and organized labor, 5 members representing  community  based
      organizations,  and  1 member representing community colleges
      in the area, with terms to last 3 years.  Each Council  shall
      participate  in  decisions  regarding  community outreach and
      linkage of the Center with regional  educational  facilities,
      receive reports of activities of the Center, and make reports
      to  DCCA and IDES on the employment and training needs of the
      region.  DCCA  and IDES shall annually report to the Governor
      and General Assembly  on  the  activities  of  each  Council.

 1        AN ACT regarding career centers.
 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:
 4        Section 1.  Short title.  This Act may be  cited  as  the
 5    Community Workforce Employment Council Act.
 6        Section  5.   Legislative  finding.  The establishment of
 7    One Stop  Career  Centers  through  the  cooperation  of  the
 8    Department  of Commerce and Community Affairs, the Department
 9    of Employment Security  and  the  U.S.  Department  of  Labor
10    provides  an  excellent  opportunity  for  every  citizen  of
11    Illinois  to  obtain the occupational and vocational guidance
12    necessary   to   obtain   employment   and   further   career
13    development.  In order to fully involve every  community  and
14    region  of this State with the efforts of the One Stop Career
15    Centers there is a need for members of  the  public  to  have
16    direct input into the directions and efforts of the Centers.
17        Section  10.   Community  Workforce  Employment Councils.
18    For each One Stop Career Center established by the Department
19    of Commerce and  Community  Affairs  and  the  Department  of
20    Employment  Security  there  shall  be  created  an 11 member
21    Community  Workforce  Employment  Council  appointed  by  the
22    Governor.  Of the  11  members,  5  members  shall  represent
23    private  business  employers  and  organized labor, 5 members
24    shall  represent  community  based  organizations  which  are
25    actively engaged in community outreach in the  region  served
26    by  the  Center, and one member shall represent the community
27    college which has the largest territory within the region  of
28    the  Center.   Members  shall  serve without compensation but
29    shall be reimbursed for expenses.  The terms of  each  member
30    shall   be  for  3  years  commencing  on  January  1,  1998.

 1    Vacancies  shall  be  filled  in  like  manner  as   original
 2    appointments for the unexpired term of the vacant position.
 3        Section  15.   Duties.   The  Department  of Commerce and
 4    Community Affairs and the Department of  Employment  Security
 5    shall promulgate rules for the organization and deliberations
 6    of  each Council.  The members of each Council shall choose a
 7    Chairman from among its members and other officers as  deemed
 8    necessary.
 9        Each  Council  shall  participate in the decisions on how
10    each  One  Stop  Community  Center  shall  conduct  community
11    outreach for the region in which it  serves.    Each  Council
12    shall participate in initiatives which involve linkage of the
13    One  Stop  Career Center with the educational facilities that
14    serve the region, including, but not  limited  to,  community
15    college,  vocational  schools  and  secondary  schools.  Each
16    Council shall also receive monthly reports of the  activities
17    of  the  One  Stop Career Center of the region.  Each Council
18    shall also report to the Department of Commerce and Community
19    Affairs and the Department  of  Employment  Security  on  the
20    employment  and  training  needs  of  the region based on the
21    assessment   of   existing   services    and    shall    make
22    recommendations for the priorities of the Center.
23        Section  20.   Annual report.  The Department of Commerce
24    and  Community  Affairs  and  the  Department  of  Employment
25    Security shall  annually  report  to  the  Governor  and  the
26    General   Assembly   on  the  activities  of  each  Community
27    Workforce Employment Council.
28        Section 99.  Effective date.  This Act takes effect  upon
29    becoming law.
