90_SB0450 New Act Creates the Interpreters for the Deaf Act. Sets minimum qualifications for practice as an interpreter for the deaf. Effective immediately. SDS/bill0019/bkp SDS/bill0019/bkp 1 AN ACT to create the Interpreters for the Deaf Act. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 1. Short title. This Act may be cited as the 5 Interpreters for the Deaf Act. 6 Section 5. Qualifications. 7 (a) No person may represent himself or herself as an 8 interpreter for the deaf, work as a professional interpreter 9 for the deaf, or use the title "interpreter for the deaf" or 10 a similar title in this State unless he or she can show proof 11 of: 12 (1) a certificate issued by the Registry of 13 Interpreters for the Deaf (RID); 14 (2) a satisfactory evaluation by the National 15 Association of the Deaf; 16 (3) a satisfactory Interpreter Skills Assessment 17 Screening (ISAS) evaluation; or 18 (4) licensure or certification or a satisfactory 19 evaluation or screening in another state. 20 (b) A person practicing as an interpreter for the deaf 21 under this Act shall register with the Deaf and Hard of 22 Hearing Commission within one year of the formation of that 23 commission or the commencement of practice, whichever is 24 later. 25 Section 10. The Deaf and Hard of Hearing Commission. 26 Within 2 years of its formation in this State, the Deaf and 27 Hard of Hearing Commission shall work with the State Board 28 of Education to develop standards for further qualification 29 of educational interpreters in this State. -2- SDS/bill0019/bkp 1 Section 15. Exemptions. A person working as an 2 interpreter for the deaf in a religious organization shall be 3 exempt from the requirements of Section 5. Educational 4 interpreters and certified teachers of the deaf performing 5 interpreting within the scope of their duties shall also be 6 exempt from this Act unless required by their particular 7 school district. 8 Section 99. Effective date. This Act takes effect upon 9 becoming law.
