90_SB0421enr 105 ILCS 5/34-2.3b Amends the School Code. Eliminates a requirement that LSC training be provided through Chicago-area universities at the direction of the Dean of the College of Education at the University of Illinois at Chicago. Instead requires LSC training to be at the direction of the board. Effective immediately. SDS/bill0012/jwp SB421 Enrolled SDS/bill0012/jwp 1 AN ACT to amend the School Code by changing Section 2 34-2.3b. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The School Code is amended by changing 6 Section 34-2.3b as follows: 7 (105 ILCS 5/34-2.3b) 8 Sec. 34-2.3b. Local School Council Training. The board 9 shall collaborate with universities and other interested 10 entities and individuals to offer training to local school 11 council members on topics relevant to school operations and 12 their responsibilities as local school council members, 13 including but not limited to legal requirements, role 14 differentiation, responsibilities, and authorities, and 15 improving student achievement. Training of local school 16 council members shall be providedthrough Chicago-area17universitiesat the direction of the boardDean of the18College of Education at the University of Illinois at Chicago19andin consultation with the Council of Chicago-area Deans of 20 Education. Incoming local school council members shall be 21 required to complete a 3-day training program provided under 22 this Section within 6 months of taking office. The board 23 shall monitor the compliance of incoming local school council 24 members with the 3-day training program requirement 25 established by this Section. The board shall declare vacant 26 the office of a local school council member who fails to 27 complete the 3-day training program provided under this 28 Section within the 6 month period allowed. Any such vacancy 29 shall be filled as provided in subsection (o) of Section 30 34-2.1 by appointment of another person qualified to hold the 31 office. In addition to requiring local school council SB421 Enrolled -2- SDS/bill0012/jwp 1 members to complete the 3-day training program under this 2 Section, the board may encourage local school council members 3 to complete additional training during their term of office 4 and shall provide recognition for individuals completing that 5 additional training. The board is authorized to collaborate 6 with universities, non-profits, and other interested 7 organizations and individuals to offer additional training to 8 local school council members on a regular basis during their 9 term in office. The board shall not be required to bear the 10 cost of the required 3-day training program or any additional 11 training provided to local school council members under this 12 Section. 13 (Source: P.A. 88-686, eff. 1-24-95; 89-15, eff. 5-30-95.) 14 Section 99.
