Amend Senate Bill 366 on page 4, by 3 replacing lines 20 through 24 with the following: 4 "may be appropriate to expedite termination of parental 5 rights: 6 (a) when reasonable efforts are inappropriate, or have 7 been provided and were unsuccessful, and there are 8 aggravating circumstances including, but not limited to, 9 those cases in which (i) a child or a sibling of the child 10 was (A) abandoned, (B) tortured, or (C) chronically abused or 11 (ii) the parent is criminally convicted of (A) first degree 12 murder or second degree murder of any child, (B) attempt or 13 conspiracy to commit first degree murder or second degree 14 murder of any child, (C) solicitation to commit murder, 15 solicitation to commit murder for hire, or solicitation to 16 commit second degree murder of any child, or accountability 17 for the first or second degree murder of any child, or (D) 18 aggravated criminal sexual assault in violation of Section 19 12-14(b)(1) of the Criminal Code of 1961; or 20 (b) when the parental rights of a parent with respect to 21 a sibling of the child have been terminated; orin22abandonment cases; or in those extreme cases in which the23parent's conduct toward the child or the child's sibling has24been so egregious that the behavior justifies termination of-2- LRB9002774NTmbam01 1parental rights; or2 (c) in those extreme cases in".
