      20 ILCS 1305/1-5
          Amends the Department of Human  Services  Act.   Makes  a
      technical  change  in  provisions dealing with the purpose of
      the Act.

 1        AN ACT to amend the Department of Human Services  Act  by
 2    changing  Section 80-5.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.  The  Department  of  Human  Services  Act  is
 6    amended by changing Section 80-5 as follows:
 7        (20 ILCS 1305/80-5)
 8        Sec. 80-5. Task Force on Human Services Consolidation.
 9        (a)  There  is  hereby  established a Task Force on Human
10    Services Consolidation.
11        (b)  The Task Force shall consist of 7 voting members, as
12    follows: one person appointed  by  the  Governor,  who  shall
13    serve  as chair of the Task Force; 2 members appointed by the
14    President of the Senate, one of whom shall  be  designated  a
15    vice  chair  at the time of appointment; one member appointed
16    by the Senate Minority Leader; 2  members  appointed  by  the
17    Speaker of the House of Representatives, one of whom shall be
18    designated  a  vice chair at the time of appointment; and one
19    member appointed by the House Minority Leader.
20        Members appointed by the  legislative  leaders  shall  be
21    appointed for the duration of the Task Force; in the event of
22    a  vacancy, the appointment to fill the vacancy shall be made
23    by the legislative leader of the same house and party as  the
24    leader  who  made the original appointment.  The Governor may
25    at any time terminate the service of the person appointed  by
26    the  Governor  and  reappoint  a different person to serve as
27    chair of the Task Force.
28        The following persons (or their designees)  shall  serve,
29    ex  officio,  as  nonvoting  members  of  the Task Force: the
30    Director of Public Health, the Director of  Public  Aid,  the
31    Director of Children and Family Services, the Director of the

 1    Bureau of the Budget, and, until their offices are abolished,
 2    the Director of Mental Health and Developmental Disabilities,
 3    the  Director of Rehabilitation Services, and the Director of
 4    Alcoholism and Substance Abuse.  The Governor may appoint  up
 5    to  3 additional persons to serve as nonvoting members of the
 6    Task Force; such persons shall be officers or employees of  a
 7    constitutional  office  or  of  a department or agency of the
 8    executive branch.
 9        The Task Force may begin to  conduct  business  upon  the
10    appointment  of  a  majority  of  the voting members.  If the
11    chair has not been appointed but both vice chairs  have  been
12    appointed,  the  2 vice chairs shall preside jointly.  If the
13    chair has not been appointed and only one vice chair has been
14    appointed, that vice chair shall preside.
15        Members shall  serve  without  compensation  but  may  be
16    reimbursed for their expenses.
17        (c)  The  Task  Force  shall  gather information and make
18    recommendations relating to the planning,  organization,  and
19    implementation  of  human  services  consolidation.  The Task
20    Force shall work to assure that the human  services  delivery
21    system meets and adheres to the goals of quality, efficiency,
22    accountability,   and   financial   responsibility;  to  make
23    recommendations in keeping with those  goals  concerning  the
24    design,  operation,  and  organizational structure of the new
25    Department of Human Services; and to recommend any  necessary
26    implementing legislation.
27        The  Task Force shall monitor the implementation of human
28    service program reorganization and shall study its effect  on
29    the  delivery  of  services  to the citizens of Illinois. The
30    Task Force shall make recommendations to the Governor and the
31    General Assembly  regarding  future  consolidation  of  human
32    service programs and functions.
33        (d)  The Task Force shall:
34             (1)  review   and   make   recommendations   on  the

 1        organizational structure of the new Department  of  Human
 2        Services;
 3             (2)  review   and   approve   plans  for  a  unified
 4        electronic  management   and   intake   information   and
 5        reporting system as provided in Section 1-25, and monitor
 6        and guide the implementation of the system;
 7             (3)  review   and   make   recommendations   on  the
 8        consolidation or elimination of fragmented or duplicative
 9        programs;
10             (4)  monitor and make recommendations on how best to
11        maximize future federal funding for the new Department of
12        Human Services, specifically including  consideration  of
13        any federal Medicaid, welfare, or block grant reform;
14             (5)  review  and  make recommendations on geographic
15        regionalization;
16             (6)  review and make recommendations on  development
17        of common intake and client confidentiality processes;
18             (7)  review   and  make  recommendations  to  foster
19        effective community-based privatization;
20             (8)  obtain a management audit of the Department  of
21        Children   and  Family  Services,  to  be  completed  and
22        submitted to the Task Force no later than July  1,  1997;
23        and
24             (9)  review  any  other  appropriate matter and make
25        recommendations to  assure  a  high  quality,  efficient,
26        accountable,  and  financially responsible system for the
27        delivery of human services to the people of Illinois.
28        (e)  The Task Force  may  hire  any  necessary  staff  or
29    consultants,  enter into contracts, and make any expenditures
30    necessary for carrying out its  duties,  all  out  of  moneys
31    appropriated for that purpose.  Staff support services may be
32    provided to the Task Force by the Office of the Governor, the
33    agencies   of  State  government  directly  involved  in  the
34    reorganization  of  the  delivery  of  human  services,   and

 1    appropriate legislative staff.
 2        (f)  The  Task  Force may establish an advisory committee
 3    to ensure maximum public participation in  the  Task  Force's
 4    planning,  organization,  and  implementation review process.
 5    If established, the advisory committee shall (1)  advise  and
 6    assist  the Task Force in its duties, (2) help the Task Force
 7    to identify issues of public concern, and (3) meet  at  least
 8    quarterly.
 9        (g)  The  Task  Force shall submit preliminary reports of
10    its findings and recommendations  to  the  Governor  and  the
11    General Assembly by February 1, 1997 and February 1, 1998 and
12    a  final  report  by  July  1,  1998 January 1, 1999.  It may
13    submit other reports as it deems appropriate.
14        (h)  The Task Force is abolished on July 1, 1998 February
15    1, 1999.

17        Section 99.  Effective date.  This Act takes effect  upon
18    becoming law.
