90_SB0226eng 105 ILCS 5/2-3.118 Amends the School Code to remove language that limits the statewide technology network to public schools. Effective immediately. SRS90S0020KSch SB226 Engrossed SRS90S0020KSch 1 AN ACT to amend the School Code by adding Section 2 2-3.118a. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 1. The School Code is amended by adding Section 6 2-3.118a as follows: 7 (105 ILCS 5/2-3.118a new) 8 Sec. 2-3.118a. Non-Public School Students' Access to 9 Technology. (a) The General Assembly finds and declares that 10 the State of Illinois Constitution provides that a 11 "fundamental goal of the People of the State of Illinois is 12 the educational development of all persons to the limits of 13 their capacities" and that the educational development of 14 every elementary and secondary school student serves the 15 public purposes of the State. In order to enable Illinois 16 students to leave school with the basic skills and knowledge 17 that will enable them to find and hold jobs and otherwise 18 function as productive members of society, all students must 19 have access to the educational resources provided by 20 computers and technology. The provisions of this Section are 21 in the public interest, for the public benefit, and serve a 22 secular public purpose. 23 (b) The State Board of Education shall provide non-public 24 schools with ports on the Board's statewide educational 25 network, provided that this access does not diminish the 26 services available to public schools and students. The Board 27 shall charge for this access in an amount necessary to offset 28 its cost. Access to the statewide network may be used only 29 for secular educational purposes. 30 (c) For the purposes of this Section, a non-public school 31 means any non-profit, non-home based, non-public elementary SB226 Engrossed -2- SRS90S0020KSch 1 or secondary school that is in compliance with Title VI of 2 the Civil Rights Act of 1964, and attendance at which 3 satisfies the requirements of Section 26-1 of the School 4 Code. 5 Section 99. This Act takes effect upon becoming law.
