90_SB0114 New Act Creates the Medicaid Cost Savings Suggestion Award Program Act. Creates the Medicaid Cost Savings Suggestion Award Program Board to make cash or honorary awards to employees of providers of medical assistance under Article V of the Public Aid Code whose adopted suggestions to the Division of Program Integrity of the Illinois Department of Public Aid result in substantial savings or improvement in the State medical assistance program. LRB9001112SMdv LRB9001112SMdv 1 AN ACT relating to a medicaid cost savings suggestion 2 award program. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 1. Short title. This Act may be cited as the 6 Medicaid Cost Savings Suggestion Award Program Act. 7 Section 5. Medicaid Cost Savings Suggestion Award 8 Program. There is created a Medicaid Cost Savings Suggestion 9 Award Program. Under this Program, cash or honorary awards 10 may be made to employees of providers of medical assistance 11 under Article V of the Illinois Public Aid Code whose adopted 12 suggestions to the Division of Program Integrity of the 13 Illinois Department of Public Aid will result in substantial 14 savings or improvement in the State medical assistance 15 program. 16 Section 10. Medicaid Cost Savings Suggestion Award 17 Program Board. There is created a Medicaid Cost Savings 18 Suggestion Award Board composed of the Director of the 19 Illinois Department of Public Aid, the Comptroller, the State 20 Treasurer, the Executive Director of the Illinois Economic 21 and Fiscal Commission, and 5 consumer members, one to be 22 appointed by the President of the Senate, one to be appointed 23 by the Minority Leader of the Senate, one to be appointed by 24 the Speaker of the House, one to be appointed by the Minority 25 Leader of the House, and one to be appointed by the Governor. 26 Two of the consumer members initially appointed shall serve 27 one-year terms, and three members initially appointed shall 28 serve 2-year terms, to be determined by lot at the first 29 meeting of the Board. Thereafter, each consumer member shall 30 be appointed to serve a 2-year term. A vacancy occurring in -2- LRB9001112SMdv 1 a consumer member position shall be filled by the appropriate 2 appointing official for the unexpired term. 3 Section 15. Duties of the Board. The Board shall have 4 the following duties: 5 (a) Adopt rules governing its proceedings. 6 (b) Elect a chair and secretary. 7 (c) Keep permanent and accurate records of its 8 proceedings. 9 (d) Establish criteria for making awards. 10 (e) Adopt rules and regulations to implement the 11 provisions of this Act. 12 (f) Approve each award made. 13 Section 20. Exclusions. In establishing criteria for 14 awards, the Board may exclude certain positions from 15 participation in the Program for cash awards. 16 Section 25. Awards. 17 (a) The maximum cash award approved shall be limited to 18 10% of the first year's estimated savings, or $10,000, 19 whichever is less. Cash awards shall be paid solely out of 20 State moneys appropriated by the General Assembly to the 21 Illinois Department of Public Aid. Awards shall be charged 22 against the appropriation item or items to which estimated 23 savings apply. 24 (b) Cash awards approved for suggestions that have a 25 first year's estimated savings of less than $250 shall be 26 $25.
