1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives wish to congratulate Representative Verna L.
4 Clayton, as she departs the House; and
5 WHEREAS, Representative Clayton is a resident of Buffalo
6 Grove, Illinois; she and her husband, Frank, have 2 children
7 and 5 grandchildren; Representative Clayton attended Oklahoma
8 State University; and
9 WHEREAS, Representative Clayton served the Village of
10 Buffalo Grove as Office Manager from 1972 to 1978, Village
11 Clerk from 1971 to 1979, and as President from 1979 to 1991;
12 and
13 WHEREAS, She has served as the Chairman of the Chicago
14 Area Transportation Study from 1981 to 1989; she served the
15 Northwest Municipal Conference from 1980 to 1991, leading the
16 group as President in 1981; she was Chairman of the
17 Transportation Commission for the National League of Cities
18 from 1987 to 1991; she was Vice Chairman of the
19 Transportation Commission for the National Association of
20 Regional Councils from 1985 to 1990; and
21 WHEREAS, She worked on the Policy Committee on State
22 Aviation Plan and Airport Capacity Study from 1985 to 1989;
23 she sat on the Lake County Public Transportation Council; she
24 was a part of the U.S. Conference of Mayors from 1988 to
25 1990; she served the Illinois Municipal League from 1985 to
26 1990, leading as President in 1989; she was the Chairman of
27 the Lake County Solid Waste Planning Agency from 1986 to
28 1989; she has been seated on the College of Lake County
29 Advisory Board from 1985 to the present; and she served on
30 the Harper College Steering Committee from 1985 to 1987; and
31 WHEREAS, Representative Clayton has received many awards,

1 including: the Status of Women Award-Wheeling/Buffalo Grove
2 in 1982, the Amvets Distinguished Service Award, the
3 Omni-House Service Award, the NCJW Woman of the Year award in
4 1983, and the Outstanding Public Service Award from the Lake
5 Zurich Chamber of Commerce in 1995; she is listed in Who's
6 Who in American Women; she has been named a Champion of Local
7 Government and a Guardian of Small Business; and
8 WHEREAS, While serving with the House of Representatives,
9 she has served on the following key committees, the Executive
10 Committee, the Health Care and Availability Access Committee,
11 the Transportation and Motor Vehicles Committee, served on
12 the Special Investigation Committee regarding Supreme Court
13 Chief Justice James D. Heiple and as Spokesman for the State
14 Government Administration and Election Reform Committee; and
15 WHEREAS, We wish Representative Clayton much success as
16 she looks toward the future, wherever the road may take her;
17 therefore, be it
18 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
19 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
20 congratulate Representative Clayton on a job well done; and
21 be it further
22 RESOLVED, That a suitable copy of this resolution be
23 presented to Representative Verna Clayton, along with our
24 sincere regards.
