90_HR0572 LRB9012410CBcb 1 HOUSE RESOLUTION 2 WHEREAS, Rear Admiral Larry R. Marsh of Great Falls, 3 Virginia, formerly of Chicago, has announced his retirement 4 from the United States Navy; and 5 WHEREAS, He is the son of Mr. and Mrs. Malcolm E. Marsh 6 and is married to the former Barbara Ann Rhea; and 7 WHEREAS, Larry Marsh graduated from the United States 8 Naval Academy in June 1963 and entered nuclear power and 9 submarine training; he reported to his first submarine in 10 February of 1965, USS CUBERA; he was assigned to USS FLASHER 11 in 1966; and 12 WHEREAS, In 1967, he was selected as a Navy candidate for 13 a postgraduate Olmstead Scholarship under cognizance of the 14 Department of Defense; from 1968 until 1970 he studied 15 German, Political Science, and International Relations at 16 American University in Washington, D.C., and the University 17 of Munich in West Germany; and 18 WHEREAS, He served on numerous submarines during his 19 career and served as Head of the Submarine Nuclear Power 20 Branch in the Naval Military Personnel Command, served on the 21 Chief of Naval Operations Strategic Studies Group at the 22 Naval War College, served as Executive Assistant to the 23 Director of Naval Warfare at the Pentagon, assumed command of 24 Submarine Squadron TWO in New London, Connecticut, and served 25 as Chief of Staff of the Submarine Force of the U.S. Atantic 26 Fleet in Norfolk, Virginia; and 27 WHEREAS, In December 1988, he was selected for promotion 28 to Rear Admiral (Lower Half); in March 1989, he was assigned 29 as the Director of the Program Resource Appraisal Division on 30 the Staff of the Chief of Naval Operations; and 31 WHEREAS, Rear Admiral Marsh relieved as Commander of -2- LRB9012410CBcb 1 Submarine Group NINE and Commander of Naval Base Seattle in 2 September 1990; he was selected for promotion to Rear Admiral 3 (Upper Half) in March 1992 and in July 1992 reported as 4 Director of the Office of Program Appraisal in the Office of 5 the Secretary of the Navy; and 6 WHEREAS, In May 1994, he was ordered as Assistant Chief 7 of Naval Personnel for Personal Readiness and Community 8 Support where he served until June 1997; he then was 9 reassigned to his current position as Deputy Chief of Naval 10 Personnel; and 11 WHEREAS, During his career, Rear Admiral Larry R. Marsh 12 earned the respect of all who worked with and for him; 13 therefore, be it 14 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 15 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 16 congratulate Rear Admiral Larry R. Marsh as he retires as 17 Deputy Chief of Naval Personnel; that we commend him for over 18 35 years of dedicated service; and that we wish him the best 19 in the future; and be it further 20 RESOLVED, That a suitable copy of this resolution be 21 presented to him as an expression of our respect and esteem.
