90_HR0512 LRB9012277THpk 1 HOUSE RESOLUTION 2 WHEREAS, The 87th General Assembly of the State of 3 Illinois unanimously adopted Senate Joint Resolution 141, 4 which strongly encouraged public universities and community 5 colleges to distribute future salary increases in a manner 6 that would equalize faculty and civil service benefits in 7 Illinois with the benefits of their national peer groups; and 8 WHEREAS, Today many State institutions of higher 9 education are still providing salary and benefit levels for 10 their faculty and staff at rates below national averages; and 11 WHEREAS, Both university and community college governing 12 boards and the Illinois Board of Higher Education have a 13 crucial role in the annual formulation of university and 14 community college budgets; and 15 WHEREAS, The Illinois Board of Higher Education has 16 recommended funding in Fiscal Year 1999 for some public 17 universities for the specific purpose of retaining critical 18 faculty and staff; therefore, be it 19 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 20 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the 21 Illinois Board of Higher Education is urged to build on this 22 year's efforts to equalize salary levels at State 23 institutions of higher education in the future; and be it 24 further 25 RESOLVED, That public universities and community colleges 26 are encouraged to continue distributing salary increases in a 27 manner that moves faculty and staff toward equity with their 28 peer groups; and be it further 29 RESOLVED, That through the Illinois Board of Higher 30 Education, each public university and community college 31 governing board report to the General Assembly by November 1, -2- LRB9012277THpk 1 1998, regarding efforts to implement salary equity for 2 faculty and staff; and be it further 3 RESOLVED, That a copy of this Resolution be presented to 4 the Illinois Board of Higher Education for reproduction and 5 distribution to the governing boards of each of the public 6 universities and public community college districts of this 7 State.
