90_HR0504 LRB9012256ACsb 1 HOUSE RESOLUTION 2 WHEREAS, The Illinois General Assembly is concerned with 3 the cost of providing health and human services paid by State 4 agencies through grants or contracts with providers; 5 therefore be it 6 RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE NINETIETH 7 GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the Auditor 8 General shall conduct a survey to determine the cost of 9 providing selected health and human services that are paid 10 for by the Department on Aging, the Department of Children 11 and Family Services, the Department of Human Services, the 12 Department of Corrections, and the Department of Public Aid, 13 through grants or contracts with providers; and be it further 14 RESOLVED, That each State agency included in the study 15 shall provide the Auditor General with detailed information 16 showing selected providers' actual costs and reimbursement 17 rates for its programs, and if that information is not 18 maintained by the State agency, the Auditor General may 19 request that information from providers; and be it further 20 RESOLVED, That the survey shall summarize how each State 21 agency included in the study sets, reviews, and updates 22 reimbursement rates for the programs selected; and be it 23 further 24 RESOLVED, That the cost data collected in the survey may 25 be based upon the costs reported by the State agency and 26 providers and need not be independently verified by the 27 Office of the Auditor General; and be it further 28 RESOLVED, That the survey may be conducted by sampling a 29 limited number of providers for each program included in the 30 review; and be it further 31 RESOLVED, That all State agencies with information -2- LRB9012256ACsb 1 relevant to this survey are directed to cooperate fully and 2 promptly with the Office of the Auditor General; all service 3 providers and other pertinent entities with information 4 relevant to this survey are urged to cooperate fully and 5 promptly with the Office of the Auditor General; and be it 6 further 7 RESOLVED, That the Auditor General shall commence this 8 survey without delay and report the results of the survey 9 upon completion by submitting a copy of the report to the 10 Governor, the Speaker and Minority Leader of the House of 11 Representatives, and the President and Minority Leader of the 12 Senate; and be it further 13 RESOLVED, That a suitable copy of this resolution be 14 delivered to the Auditor General, the Director of Aging, the 15 Director of Children and Family Services, the Secretary of 16 Human Services, the Director of Corrections, and the Director 17 of Public Aid.
