90_HR0353 LRB9011852KBkbA 1 HOUSE RESOLUTION 2 WHEREAS, The members of the Illinois House of 3 Representatives wish to congratulate Terry Hillard of 4 Chicago, Illinois on his appointment to the office of 5 Superintendent of the Chicago Police Department; and 6 WHEREAS, Terry Hillard was born in South Fulton, 7 Tennessee on August 11, 1943; as a young child, Terry and his 8 family moved to Chicago; Terry enlisted in the United States 9 Marine Corps in 1963 and served in the Vietnam War for 10 thirteen months; Mr. Hillard attained the rank of Sergeant 11 before his honorable discharge in 1967; in 1970 he was 12 married to his wife, Dorothy, and they have two children; and 13 WHEREAS, Terry Hillard obtained both a Bachelors and 14 Masters degree in corrections from Chicago State University; 15 Terry graduated from the FBI National Academy in Quantico, 16 Virginia in 1984; Terry is a member of the National 17 Organization of Black Law Enforcement Executives (NOBLE), FBI 18 National Academy Associates, Major Cities Chiefs, Chicago 19 Westside Police Association, and South Suburban Chiefs of 20 Police Association; Terry Hillard serves on the National 21 Commission on the Future of DNA Evidence (National Institute 22 of Justice), the Illinois State Police Forensic Science 23 Center in Chicago, and the City's Domestic Violence Advocacy 24 Coordinating Council; and 25 WHEREAS, On February 18, 1998 Terry G. Hillard was 26 appointed Superintendent of the Chicago Police Department by 27 Mayor Richard M. Daley; Hillard will now lead the second 28 largest municipal law enforcement agency in the United 29 States, with approximately 13,500 sworn police officers, 30 3,200 civilian employees, and an annual budget of more than 31 $920 million; as Superintendent, Terry Hillard's priorities 32 will include expanding the City's highly successful community -2- LRB9011852KBkbA 1 policing (CAPS) strategy and more effectively targeting gangs 2 and illegal drugs; and 3 WHEREAS, Terry Hillard is a thirty-year veteran of the 4 Chicago Police Department; in June of 1995 he was appointed 5 Chief of the Detective Division, the first African-American 6 to hold that position; as Chief of Detectives, Hillard worked 7 with over 1,100 members assigned to five detective areas, as 8 well as the Bomb and Arson, Auto Theft, Headquarters Support, 9 and Miscellaneous Detail Units; Hillard worked within the 10 Detective Division to make the area more professional, from 11 having his detectives send personal letters to the families 12 of homicide victims to posting information bulletins to let 13 particular communities know about criminal activity in their 14 neighborhoods; and 15 WHEREAS, Terry Hillard has held the command positions in 16 the Patrol Division as Commander of the 6th District from 17 1991 to 1993 and Deputy Chief of Area Two from 1993 to 1995; 18 Terry Hillard joined the Chicago Police Department in March 19 of 1968, and went on to serve as Gang Crimes Specialist in 20 1978, Sergeant in 1984, and Lieutenant in 1990; Hillard has 21 served in the Gang Crimes Unit, the Intelligence Section, the 22 Chicago Terrorist Task Force, and the Narcotics Section; he 23 was assigned to the security detail for former Mayors Jane 24 Byrne and Harold Washington from 1979 to 1984; and 25 WHEREAS, Terry Hillard was shot in the line of duty while 26 serving as a Gang Crimes Specialist in 1975; he received the 27 Department's highest honor, the Police Medal, along with the 28 Superintendent's Award of Valor and the Police Blue Star 29 Award for his heroic efforts as a policeman; therefore, be it 30 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 31 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 32 congratulate Superintendent Terry Hillard on being given the -3- LRB9011852KBkbA 1 position he now holds; he has shown through his hard work and 2 dedication to the people of the City of Chicago and the 3 Chicago Police Department that he will be a valuable asset in 4 office; and be it further 5 RESOLVED, That a suitable copy of this resolution be 6 presented to Superintendent Terry Hillard of the Chicago 7 Police Department.
