90_HR0134 LRB9005629WHmg 1 HOUSE RESOLUTION 2 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 3 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the 4 Rules of the House of Representatives of the Ninetieth 5 General Assembly are amended by changing Rule 21 as follows: 6 (House Rule 21) 7 21. Notice. 8 (a) Except as provided in Rule 18 or unless this Rule is 9 suspended under Rule 67, no standing committee or special 10 committee may consider or conduct a hearing with respect to a 11 legislative measure absent notice first being given as 12 follows: 13 (1) The Chairperson of the committee, or the 14 Co-Chairperson from the majority caucus of a special 15 committee, shall, no later than 6 days before any 16 proposed hearing, post a notice on the House bulletin 17 board identifying each legislative measure, other than a 18 committee amendment upon initial consideration under Rule 19 40, that may be considered during that hearing. The 20 notice shall contain the day, hour, and place of the 21 hearing. 22 (2) Meetings of the Rules Committee may be called 23 under Rule 15; meetings of the standing committees and 24 special committees to consider floor amendments, joint 25 action motions for final consideration, and conference 26 committee reports may be called under Rule 18. 27 (3) The Chairperson, or Co-Chairperson from the 28 majority caucus of a special committee, shall, in advance 29 of a committee hearing, notify all Principal Sponsors of 30 legislative measures posted for that hearing of the date, 31 time, and place of hearing. When practical, the Clerk 32 shall include a notice of all scheduled hearings, 33 together with all posted bills and resolutions, in the -2- LRB9005629WHmg 1 Daily Calendar of the House. Regardless of whether a 2 particular legislative measure or subject matter has been 3 posted for hearing, it is in order for a committee during 4 any of its meetings to refer a subject matter or 5 legislative measure pending before it to a subcommittee 6 of that committee. 7 (b) Other than the Rules Committee and the Special 8 Investigative Committee created under House Resolution 89, no 9 committee may meet during any session of the House, and no 10 commission created by Illinois law that has legislative 11 membership may meet during any session of the House. 12 (c) Regardless of whether notice has been previously 13 given, it is always in order for a committee to table any 14 legislative measure pending before it when the Principal 15 Sponsor so requests. 16 (d) This Rule may be suspended only by the affirmative 17 vote of 71 members elected. 18 (Source: HR 6, 90th G.A.)
