90_HR0093 LRB9005492CBcb 1 HOUSE RESOLUTION 2 WHEREAS, The members of this Body are proud to recognize 3 our distinguished colleagues, Representatives Janice 4 Schakowsky and Angelo Saviano, and congratulate them as 5 recipients of the first Josephine Oblinger Award; and 6 WHEREAS, The award, presented by the Illinois Association 7 of Community Care Program Homecare Providers, was named in 8 recognition of former Representative Josephine Oblinger and 9 her participation in the passage of legislation responsible 10 for the formation of the Department on Aging's Community Care 11 Program; and 12 WHEREAS, The award is presented to legislators who are 13 strong advocates of the needs of senior citizens; the 14 legislators are chosen by the Association members; and 15 WHEREAS, Representative Schakowsky is currently serving 16 her fourth term and represents the citizens of the 18th 17 District; her first bill, passed in 1991, changed the asset 18 limitation rules to make it as easy for senior couples to be 19 eligible for home health care services as for nursing home 20 care; she is committed to the rights of senior citizens, 21 including lower cost prescription drugs, financial protection 22 for the spouses of nursing home residents, and other benefits 23 for the elderly; she was named Legislator of the Year in 1994 24 by the Illinois Home Care Council; and 25 WHEREAS, Representative Angelo "Skip" Saviano was elected 26 to represent the 77th District in November of 1992; he serves 27 on many committees and currently serves as Co-Chairman of the 28 Aging Committee; he has implemented many new and innovative 29 programs, including the Handy Man Program to provide senior 30 citizens with help on odd jobs around their homes; he was 31 appointed by the Governor as a member of the Council on 32 Aging; he was rated the most effective legislator in either -2- LRB9005492CBcb 1 the House or the Senate by Illinois Politics magazine; and 2 WHEREAS, Representatives Schakowsky and Saviano have 3 earned the respect of all through their commitment to the 4 senior citizens of their communities and the entire State of 5 Illinois; therefore, be it 6 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 7 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 8 congratulate Representatives Janice Schakowsky and Angelo 9 Saviano on receiving the Josephine Oblinger Award; that we 10 applaud their commitment to the preservation of the rights of 11 senior citizens; and that we take great pleasure in the hope 12 that they will continue their service for many years to come; 13 and be it further 14 RESOLVED, That suitable copies of this resolution be 15 presented to Representatives Janice Schakowsky and Angelo 16 Saviano with our respect and esteem.
