90_HR0061 LRB9004826CBcb 1 HOUSE RESOLUTION 2 WHEREAS, The State of Illinois has consistently supported 3 legislation that has been in harmony with the needs of the 4 federal government as well as the State and local 5 governments; and 6 WHEREAS, The necessary and legitimate services provided 7 by federal, State, and local governments are not being met 8 due to the lack of money; and 9 WHEREAS, The American taxpayer is already heavily 10 burdened with various taxes; and 11 WHEREAS, The State of Illinois must from time to time 12 issue bonds to finance capital projects that are necessary to 13 ensure the health and welfare of the citizens of the State of 14 Illinois; and 15 WHEREAS, The Sovereignty proposal would make 16 interest-free loans available to states and local governments 17 from federal government created money; the interest-free 18 loans must be used for building and repairing capital 19 projects and paying off existing debt; and 20 WHEREAS, If federal legislation is properly written and 21 implemented, the Sovereignty proposal has the potential of 22 saving citizens an enormous amount of taxes, building more of 23 the needed infrastructure, increasing employment and reducing 24 federal, State, and local government deficit and debt; 25 therefore, be it 26 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 27 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 28 support the concept of the proposal and join in requesting 29 that the United States Congress introduce the formal 30 legislation necessary to general national debate; following 31 such public discussion, this Body can better determine the -2- LRB9004826CBcb 1 proposal's full merits and will advise our Congressional 2 Representatives and Senators accordingly; and be it further 3 RESOLVED, That suitable copies of this resolution be 4 delivered to the Speaker of the United States House of 5 Representatives, the President of the United States Senate, 6 and to each member of the Illinois Congressional Delegation.
