90_HJ0059 LRB9011967PTmb 1 HOUSE JOINT RESOLUTION 2 WHEREAS, The Governor created the Commission on Property 3 Tax Reform to study alternatives to the local property tax 4 burden on citizens of the entire State and announced the 5 membership of the Commission on February 23, 1998; and 6 WHEREAS, The Governor authorized the appointment by the 7 legislative leaders of 4 legislators to the 17-member 8 Commission, and the additional appointment of 4 more 9 legislators to the Commission would further the interests of 10 the State's citizens by ensuring the responsiveness to 11 meaningful property tax reform of the policy makers of the 12 General Assembly; and 13 WHEREAS, The interests of citizens who reside outside of 14 metropolitan areas, in rural areas, or in counties with 15 populations of less than 300,000 should be represented on the 16 Commission because the vast majority of the State's real 17 property is located in these areas and tax reform would 18 significantly impact these property owners; and 19 WHEREAS, The additional appointment to the Commission of 20 legislators who are from these areas would provide a more 21 balanced representation of the State for the discussion on 22 how to make the tax system fairer and less burdensome on 23 Illinois property owners; and 24 WHEREAS, The Commission's examination of the local 25 property tax burden for school funding would greatly benefit 26 from the additional perspectives and insights of legislators 27 who represent the State outside of the major metropolitan 28 areas; therefore, be it 29 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 30 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE 31 SENATE CONCURRING HEREIN, that we urge the Governor to -2- LRB9011967PTmb 1 authorize the Speaker and Minority Leader of the House and 2 the President and Minority Leader of the Senate to each 3 appoint to the Commission a legislator from a county with a 4 population of less than 300,000; and be it further 5 RESOLVED, That we urge the Governor to authorize the 6 additional appointment of these 4 legislators before the 7 first meeting of the Commission on Property Tax Reform; and 8 be it further 9 RESOLVED, That suitable copies of this resolution be 10 delivered to the Governor and the Chairperson of the 11 Commission on Property Tax Reform.
