90_HJ0026 LRB9005667KBcbA 1 HOUSE JOINT RESOLUTION 2 WHEREAS, The Illinois Constitution of 1970, in Article 3 IV, vests legislative power in the General Assembly; and 4 WHEREAS, The Illinois General Assembly, acting on behalf 5 of the citizens of Illinois, exercises that legislative power 6 to enact laws for the common good; and 7 WHEREAS, One area of the common good is to assure the 8 economic security of Illinois workers so that the economy of 9 Illinois remains strong; and 10 WHEREAS, Assuring a workplace free of discrimination is 11 one means of assuring the economic security of Illinois 12 workers; and 13 WHEREAS, The State of Illinois, as an employer, should 14 provide leadership and a model of equitable employment 15 practices for employers throughout the State; and 16 WHEREAS, The constitutional officers of Illinois have 17 done so by adopting policies to prohibit discrimination in 18 recruitment, hiring, retention, training, and promotion for 19 employees under their jurisdiction; and 20 WHEREAS, The Illinois General Assembly is also an 21 employer acting on behalf of the people of Illinois by 22 employing 1,034 people as legislative staff and in ancillary 23 services; therefore, be it 24 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 25 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE 26 SENATE CONCURRING HEREIN, that it is the policy of the 27 Illinois General Assembly that discrimination by the General 28 Assembly against any person in recruitment, examination, 29 appointment, training, or promotion because of race, color, 30 religion, military discharge, national origin, ancestry, -2- LRB9005667KBcbA 1 ethnicity, disability, sexual orientation, age, gender, or 2 marital status is prohibited except to the extent that a bona 3 fide job qualification is involved.
