 1                       HOUSE JOINT RESOLUTION
 2        WHEREAS, In 1899, the Illinois General  Assembly  enacted
 3    "An  Act  to regulate the treatment and control of dependent,
 4    neglected and delinquent children", approved April 21,  1899,
 5    which  was  one  of  the  first  legislative  measures in the
 6    history of  our  Nation  to  establish  a  separate  juvenile
 7    justice system; and
 8        WHEREAS,  Since  that  time,  Illinois  has been a leader
 9    among the states in providing for the special needs of abused
10    and  neglected  children   and   children   needing   special
11    supervision; and
12        WHEREAS,  The  General Assembly has engaged in a diligent
13    and continuous effort  to  update  and  refine  the  Illinois
14    juvenile   justice  laws  and  other  laws  relating  to  the
15    protection and custody of children; and
16        WHEREAS, Rapidly occurring changes in  the  structure  of
17    our    society,    the   constantly   changing   educational,
18    residential, custodial, and  correctional  options  that  are
19    available,  and  the  approaching  centennial  of  our  first
20    Juvenile  Court  Act  make  this an ideal time to undertake a
21    comprehensive review of our  juvenile  justice  laws  and  to
22    strive  to make any improvements that are possible; therefore
23    be it
24        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
25    EIGHTY-NINTH  GENERAL  ASSEMBLY OF THE STATE OF ILLINOIS, THE
26    SENATE CONCURRING HEREIN, that we hereby create a  Commission
27    on  Review  of the Juvenile Court Act, which shall consist of
28    two persons appointed by the President  of  the  Senate,  two
29    persons  appointed by the Senate Minority Leader, two persons
30    appointed by the Speaker of the House of Representatives, two
31    persons appointed by the House Minority Leader,  two  persons
32    appointed by the Chief Justice of the Illinois Supreme Court,

 1    and  two persons appointed by the Governor, plus the Chairman
 2    of the Illinois Juvenile Justice Commission and the Executive
 3    Director  of  the  Illinois  Criminal   Justice   Information
 4    Authority (or their designees); and be it further
 5        RESOLVED,  That  the Commission shall review and consider
 6    the Juvenile Court Act of 1987 (705 ILCS 405/1-1 et seq.) and
 7    any other Illinois laws  relating  to  the  juvenile  justice
 8    system,  the abuse or neglect of children, or the termination
 9    of parental rights that the Commission deems appropriate; and
10    be it further
11        RESOLVED, That in performing its review,  the  Commission
12    may  also  consider  the  actual  and  proposed laws of other
13    states and the federal government, any relevant  evaluations,
14    recommendations, or proposals published by other governmental
15    or  academic bodies, and the views of interested or concerned
16    citizens; and be it further
17        RESOLVED, That the Commission shall report  its  findings
18    and   recommendations  (including  suggested  legislation  to
19    effect any changes  or  reforms  that  it  proposes)  to  the
20    Governor,  the  Supreme  Court,  and  the General Assembly by
21    December 1, 1995; and be it further
22        RESOLVED, That the members of the Commission shall  serve
23    without  compensation  but  may  be reimbursed for reasonable
24    expenses  incurred  in  the  course   of   performing   their
25    Commission duties; and be it further
26        RESOLVED,   That  the  Legislative  Research  Unit  shall
27    provide  the  Commission  with  any  necessary  clerical   or
28    technical  support,  and  all  State  and  local governmental
29    entities are urgently called upon to provide any  information
30    or  assistance  that the Commission may request or require in
31    undertaking its duties; and be it further

 1        RESOLVED, That copies of this resolution be delivered  to
 2    the   Chief  Justice  of  the  Illinois  Supreme  Court,  the
 3    Governor, the  Chairman  of  the  Illinois  Juvenile  Justice
 4    Commission,  and  the  Executive  Director  of  the  Illinois
 5    Criminal Justice Information Authority.
