90_HB3794 105 ILCS 5/2-3.126 new Amends the School Code. Requires the State Board of Education to develop a class size reduction schedule for grades K-3 under which the pupil-teacher ratio in each of those grades in each school district in which any or all of those grades are maintained does not exceed or will be reduced to a maximum of 20 pupils to one teacher per class. Requires the State Board of Education to submit the proposed schedule, together with an evaluation thereof and any recommended legislation needed to implement and administer a class size restriction grant program for those grades, to the Governor and General Assembly by October 1, 1998. Also requires the State Board of Education to submit an annual budget request, beginning in 1999, for all amounts necessary to implement and administer the program each year until the maximum pupil-teacher ratio for classes offered in grades K-3 is achieved on a statewide basis. The School Code is amended by adding Section 6 2-3.126 as follows: 7 (105 ILCS 5/2-3.126 new) 8 Sec. 2-3.126. Class size reduction program. The State 9 Board of Education shall develop and evaluate a statewide 10 class size reduction schedule for grades kindergarten through 11 3, under which the pupil-teacher ratio in each of those 12 grades in each school district in which any or all of those 13 grades are maintained does not exceed or will be reduced to a 14 maximum of 20 pupils to one teacher per class. 15 The State Board of Education shall submit its K-3 class 16 size reduction schedule, together with its evaluation thereof 17 and recommendations for any legislation that may be required 18 to implement and administer a class size reduction grant 19 program for those grades, to the Governor and the General 20 Assembly not later than October 1, 1998. 21 The State Board of Education also shall submit to the 22 Governor and the General Assembly, not later than the 2nd 23 Wednesday of January of each calendar year, an annual budget 24 request for all amounts necessary to implement and 25 administer, during the school year that commences in that 26 calendar year, a statewide class size reduction grant program 27 for grades kindergarten through 3. 28 The grant program to be implemented under this Section 29 shall lapse when the maximum 20-to-one pupil-teacher ratio 30 for grades kindergarten through 3 is achieved on a statewide 31 basis as provided in this Section. -2- LRB9010603THpk 1 Section 99. Effective date. This Act takes effect July 2 1, 1998.
