Amends the Counties Code to provide that the State
Treasurer (now State Comptroller) shall administer a county
treasurer training program. Amends the State Treasurer Act
to provide for the conducting of the county treasurer
training program. Amends the State Comptroller Act to repeal
the Section concerning the county treasurer training program.

1 AN ACT in relation to county treasurers, amending named
2 Acts.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The State Treasurer Act is amended by adding
6 Section 18.5 as follows:
7 (15 ILCS 5/18.5 new)
8 Sec. 18.5. County treasurer training program. The State
9 Treasurer shall conduct a training program for county
10 treasurers. The State Treasurer shall issue a certificate to
11 each county treasurer who satisfactorily completes the
12 training program. In the case of any county treasurer who
13 fails to satisfactorily complete the training program, the
14 State Treasurer shall so notify the county board of the
15 county in which that treasurer holds office. The State
16 Treasurer shall reimburse county treasurers for their
17 reasonable expenses incurred in completing the training
18 program from monies appropriated to the State Treasurer for
19 that purpose.
20 Section 10. The Counties Code is amended by changing
21 Section 3-10005.5 as follows:
22 (55 ILCS 5/3-10005.5) (from Ch. 34, par. 3-10005.5)
23 Sec. 3-10005.5. Training program. Within 60 days after
24 assuming office, each county treasurer shall apply to the
25 State Treasurer Comptroller for admission to the Treasurer's
26 Comptroller's county treasurer training program. Each county
27 treasurer shall complete that training program within one
28 year after applying for admission to it. Each treasurer
29 shall complete the training program at least once during his

1 or her term of office. A county treasurer's failure to
2 satisfactorily complete the training program, as evidenced by
3 the State Treasurer's Comptroller's notification to the
4 county board, shall subject the county treasurer to a penalty
5 for neglect of duty as provided in Section 3-10021.
6 Each county treasurer shall be reimbursed for his or her
7 reasonable expenses incurred in completing the training
8 program from monies appropriated to the State Treasurer
9 Comptroller for that purpose.

12 Section 15. The State Comptroller Act is amended by
13 repealing Section 23.
14 Section 99. Effective date. This Act takes effect July
15 1, 1998.
