Provides that as an integral part of the State's primary responsibility for financing an efficient system of high quality public education, the State shall assure funding for school districts at levels that enable all school districts to educate their students in school buildings and facilities that meet minimum State and federal housing construction and environmental standards. Provides that the duty includes ensuring health and safety standards through the repair, renovation, alteration, and construction of certain facilities. Requires the State Superintendent of Education to report annually on the conditions of school buildings and facilities and related matters and to recommend a timetable for necessary repairs or construction. Requires all public school buildings and facilities to be in compliance with minimum State and federal housing construction and environmental standards within 5 years. Effective immediately. LRB9010757NTsb LRB9010757NTsb 1 AN ACT to amend the School Code by adding Section 18-1.5. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The School Code is amended by adding Section 5 18-1.5 as follows: 6 (105 ILCS 5/18-1.5 new) 7 Sec. 18-1.5. Appropriate school buildings and 8 facilities. The General Assembly declares that as an 9 integral part of the State's primary responsibility for 10 financing an efficient system of high quality public 11 education under which persons are developed educationally to 12 the limits of their capacities, the State has the duty and 13 shall assure funding under this Article at a level that will 14 enable all school districts to provide and educate their 15 students in school buildings and facilities that meet minimum 16 State and federal housing construction and environmental 17 standards. That duty shall include ensuring the health and 18 safety of students through the repair, renovation, 19 alteration, and construction of a public elementary or 20 secondary school library, media center, or facility used for 21 academic or vocational instruction. By January 31 of each 22 year, the State Superintendent of Education shall submit to 23 the General Assembly an annual report on the current 24 conditions of school buildings and facilities and whether 25 they meet or are in violation of State or federal housing 26 construction and environmental standards. If any school 27 buildings or facilities do not meet those standards, the 28 report shall set forth recommendations and a timetable for 29 the repair, renovation, alteration, or construction required 30 to bring those buildings and facilities into compliance with 31 applicable standards. Effective date. This Act takes effect upon 6 becoming law.
