1 AMENDMENT TO HOUSE BILL 3287
2 AMENDMENT NO. . Amend House Bill 3287 by deleting
3 lines 5 through 31 on page 1, all of page 2, and lines 1
4 through 19 on page 3; and
5 on page 3, in line 21, by replacing "15, 18, 39, and 39.3"
6 with "15 and 18"; and
7 on page 5, by replacing lines 31 through 33 with the
8 following:
9 "(b) All new public water supplies established after
10 October 1, 1999 shall demonstrate technical, financial, and
11 managerial capacity as a condition for issuance of a
12 construction or operation permit by the Agency or its
13 designee. The demonstration shall be consistent with the
14 technical, financial, and managerial provisions of the
15 federal Safe Drinking Water Act (P.L. 93-532), as now or
16 hereafter amended. The Agency is authorized to adopt rules
17 in accordance with the Illinois Administrative Procedure Act
18 to implement the purposes of this subsection. Such rules
19 must take into account the need for the facility, facility
20 size, sophistication of treatment of the water supply, and
21 financial requirements needed for operation of the
22 facility."; and

1 on page 6, by deleting lines 1 through 7; and
2 on page 6, by replacing line 16 with the following:
3 "Agency pursuant to Section 15(b) of this Act or by the Board
4 under this"; and
5 by deleting all of pages 7 through 23 and lines 1 through 27
6 on page 24.
