 1                    AMENDMENT TO HOUSE BILL 2887
 2        AMENDMENT NO.     .  Amend House Bill 2887 on page 2,  by
 3    replacing lines 28 through 34 with the following:
 4        "(a-10)  Reading  Improvement  Block  Grant Program funds
 5    shall be made available  to  each  eligible  school  district
 6    submitting  an  approved  application  developed by the State
 7    Board beginning with the 1998-99 school year.    Applications
 8    shall  include  a  proposed  assessment method or methods for
 9    measuring student reading skills.  Such methods  may  include
10    the  reading  portion  of  the  Illinois Goals and Assessment
11    Program.  At the end of each school year the  district  shall
12    report  assessment results to the State Board.  Districts not
13    demonstrating  performance   progress   using   an   approved
14    assessment  method  shall  not be eligible for funding in the
15    third or subsequent years until such progress is established.
16    Reading Improvement Block Grant Program funds shall  be  made
17    available  to  each  eligible  school  district  submitting a
18    one-page application developed by the State  Board  beginning
19    with  the  1998-99  school  year.  Applications shall include
20    existing Illinois Goals and Assessment Program (IGAP) reading
21    scores and the planned use for the funds.  At the end of each
22    school year the school district shall report new IGAP results
23    on the same  form.   Each  application,  beginning  with  the
24    1998-99  school  year,  shall  be for a 2-year grant based on

 1    initial  year  qualification.   Districts  not  demonstrating
 2    performance progress using  IGAP reading scores as the  basis
 3    of  measure  based  on metrics of progress established by the
 4    State Board shall not be eligible for funding in the third or
 5    subsequent  years  thereafter  until  such      progress   is
 6    established."; and
 7    on page 3, by deleting lines 1 through 10.
