Amends the Higher Education Student Assistance Act to
require the Illinois Student Assistance Commission to
establish a scholarship program for students whose Illinois
Goals and Assessment Program scores are below State
standards. Provides that the scholarship entitles the
student to full payment of tuition and mandatory fees at a
public community college in this State.

1 AN ACT to amend the Higher Education Student Assistance
2 Act by adding Section 65.65.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Higher Education Student Assistance Act
6 is amended by adding Section 65.65 as follows:
7 (110 ILCS 947/65.65 new)
8 Sec. 65.65. Students with low IGAP scores; community
9 college scholarship program. The Commission shall establish
10 a scholarship program for students whose Illinois Goals and
11 Assessment Program scores are below State standards. The
12 scholarship shall entitle a student to full payment of
13 tuition and mandatory fees at a public community college in
14 this State.
