Provides that gang members are not eligible for public aid, public housing, education assistance, or any other assistance funded in whole or in part with State moneys. Amends the Illinois Public Aid Code. Provides that a gang member is ineligible for aid under the Code. Amends the Housing Authorities Act. Provides that a gang member is ineligible for residence in a housing project operated under the Act. LRB9009573MWpc LRB9009573MWpc 1 AN ACT concerning gang members. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Illinois Public Aid Code is amended by 5 adding Section 1-12 as follows: 6 (305 ILCS 5/1-12 new) 7 Sec. 1-12. Gang member ineligible. Any person who is 8 determined to be a gang member under the Illinois Streetgang 9 Terrorism Omnibus Prevention Act is not eligible for aid 10 under this Code. 11 Section 10. The Housing Authorities Act is amended by 12 adding Section 25.03a as follows: 13 (310 ILCS 10/25.03a new) 14 Sec. 25.03a. Gang member ineligible. Any person who is 15 determined to be a gang member under the Illinois Streetgang 16 Terrorism Omnibus Prevention Act is not eligible for 17 residence in a housing project of a housing authority created 18 under this Act. 19 Section 15. The Illinois Streetgang Terrorism Omnibus 20 Prevention Act is amended by adding Section 40 as follows: 21 (740 ILCS 147/40 new) 22 Sec. 40. Ineligibility of gang member for State 23 assistance. A person who is determined to be a gang member 24 is not eligible for any of the following: 25 (1) Public aid under the Illinois Public Aid Code. 26 (2) Residence in a dwelling unit operated by a 27 housing authority created under the Housing Authorities -2- LRB9009573MWpc 1 Act. 2 (3) Any grant, scholarship, loan, or other 3 assistance for paying education expenses that is funded 4 in whole or in part with State moneys. 5 (4) Any other assistance of any kind that is funded 6 in whole or in part with State moneys.
