90_HB2696 New Act Creates the Advisory Commission on Internet Privacy Act. Provides for the establishment of the Advisory Commission on Internet Privacy, consisting of members appointed by the General Assembly and the Governor. Provides that the Commission's duties shall include: investigating the extent to which online consumer privacy should be protected; discussing limits on disclosure by Internet service providers and online services of personally identifiable information; and investigating ways to protect expectations of privacy in light of technological developments. Requires the Commission to submit a final report to the Governor and the General Assembly on or before January 1, 1999. The Act is repealed on July 1, 1999. Effective immediately. LRB9010535WHmg LRB9010535WHmg 1 AN ACT in relation to privacy. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 1. Short title. This Act may be cited as the 5 Advisory Commission on Internet Privacy Act. 6 Section 5. Advisory Commission on Internet Privacy 7 established. The Advisory Commission on Internet Privacy, 8 consisting of 17 members, is established. The members shall 9 be appointed as follows: 2 each by the Speaker of the House 10 of Representatives, the House Minority Leader, the Senate 11 President, and the Senate Minority Leader; and 9 by the 12 Governor. The Governor's appointees shall include both 13 professionals in the area of computer and Internet technology 14 and laypersons. The members of the Commission shall select a 15 chairperson. Members of the Commission shall receive no 16 compensation but shall be reimbursed for necessary expenses 17 incurred in the performance of their duties. 18 Section 10. Duties. The Advisory Commission's duties 19 shall include: 20 (i) investigating the extent to which online consumer 21 privacy should be protected; 22 (ii) discussing limits on disclosure by Internet service 23 providers and online services of personally identifiable 24 information; and 25 (iii) investigating ways to protect expectations of 26 privacy in light of technological developments. 27 Section 15. Final report. The Advisory Commission must 28 submit a final report to the Governor and the General 29 Assembly on or before January 1, 1999. -2- LRB9010535WHmg 1 Section 90. Repeal. This Act is repealed on July 1, 2 1999. 3 Section 99. Effective date. This Act takes effect upon 4 becoming law.
