Amend House Bill 2560 on page 1, by 3 replacing lines 1 and 2 with the following: 4 "AN ACT relating to education, amending named Acts."; and 5 on page 6, line 15, by changing "6-1" to "3-2.5, 6-1"; and 6 on page 6, by inserting below line 16 the following: 7 "(105 ILCS 5/3-2.5) 8 Sec. 3-2.5. Salaries. 9 (a) Except as otherwise provided in subsection (b), the 10 regional superintendents of schools shall receive for their 11 services an annual salary according to the population, as 12 determined by the last preceding federal census, of the 13 region they serve, as followsset out in the following14schedule: 15 SALARIES OF REGIONAL SUPERINTENDENTS OF SCHOOLS 16 UNTIL THE FIRST MONDAY OF AUGUST, 1999 17 POPULATION OF REGION ANNUAL SALARY 18 Less than 48,000 $66,000 19 48,000 to 99,999 $70,500 20 100,000 to 999,999 $74,000 21 1,000,000 and over $76,000 22 Effective on the first Monday of August, 1999 and on July -2- LRB9008401THpkam 1 1 of every year thereafter: regional superintendents of 2 schools of an educational service region with a population of 3 500,000 or more inhabitants shall receive for their services 4 an annual salary equal to the mean salary of all school 5 district superintendents in the State, as determined each 6 year by the State Board of Education under Section 2-3.103 of 7 the School Code for the school year that commences in the 8 calendar year immediately preceding the calendar year in 9 which the first payment of the annual salary being determined 10 is to be made; regional superintendents of schools in 11 educational service regions with 100,000 to 499,999 12 inhabitants shall receive for their services an annual salary 13 equal to 95% of the annual salary as determined each year for 14 regional superintendents of schools in educational service 15 regions with 500,000 or more inhabitants; and regional 16 superintendents of schools in educational service regions 17 with fewer than 100,000 inhabitants shall receive for their 18 services an annual salary equal to 90% of the annual salary 19 as determined each year for regional superintendents of 20 schools in educational service regions with 500,000 or more 21 inhabitants. 22 The changes made by Public Act 86-98 in the annual salary 23 that the regional superintendents of schools shall receive 24 for their services shall apply to the annual salary received 25 by the regional superintendents of schools during each of 26 their elected terms of office that commence after July 26, 27 1989 and before the first Monday of August, 1995. 28 The changes made by Public Act 89-225 in the annual 29 salary that regional superintendents of schools shall receive 30 for their services shall apply to the annual salary received 31 by the regional superintendents of schools during each of 32 their elected terms of office that commence after August 4, 33 1995. 34 When regional superintendents are authorized by the -3- LRB9008401THpkam 1 School Code to appoint assistant regional superintendents, 2 the assistant regional superintendent shall receive an annual 3 salary based on his qualifications and computed as a 4 percentage of the salary of the regional superintendent to 5 whom he is assistant, as set out in the following schedule: 6 SALARIES OF ASSISTANT REGIONAL SUPERINTENDENTS 7 QUALIFICATIONS OF PERCENTAGE OF SALARY 8 ASSISTANT REGIONAL OF REGIONAL 9 SUPERINTENDENT SUPERINTENDENT 10 No Bachelor's degree, but 11 State certificate valid 70% 12 for teaching and 13 supervising. 14 Bachelor's degree plus 15 State certificate valid 75% 16 for supervising. 17 Master's degree plus 18 State certificate valid 90% 19 for supervising. 20 However, in any region in which the appointment of more 21 than one assistant regional superintendent is authorized, 22 whether by Section 3-15.10 of this Code or otherwise, not 23 more than one assistant may be compensated at the 90% rate 24 and any other assistant shall be paid at not exceeding the 25 75% rate, in each case depending on the qualifications of the 26 assistant. 27 The salaries provided in this Section for regional 28 superintendents and assistant regional superintendents are 29 payable monthly from the Common School Fund. The State 30 Comptroller in making his or her warrant to any county for 31 the amount due it from the Common School Fund shall deduct 32 from it the several amounts for which warrants have been 33 issued to the regional superintendent, and any assistant 34 regional superintendent, of the educational service region -4- LRB9008401THpkam 1 encompassing the county since the preceding apportionment of 2 the Common School Fund. 3 County boards may provide for additional compensation for 4 the regional superintendent or the assistant regional 5 superintendents, or for each of them, to be paid quarterly 6 from the county treasury. 7 (b) Upon abolition on July 1, 1994, of the office of 8 regional superintendent of schools in educational service 9 regions containing 2,000,000 or more inhabitants as provided 10 in Section 3-0.01 of this Code, the provisions of subsection 11 (a) of this Section shall no longer apply in any educational 12 service region in which the office of regional superintendent 13 of schools is so abolished, and no salary or other 14 compensation shall be payable under that subsection (a) or 15 under any other provision of this Section with respect to the 16 office so abolished or with respect to any assistant position 17 to the office so abolished. 18 (Source: P.A. 89-233, eff. 1-1-96; incorporates 89-225, eff. 19 8-4-95; 89-626, eff. 8-9-96.)".
