90_HB2533eng 20 ILCS 605/47.3 new 30 ILCS 105/5.480 new Amends the Civil Administrative Code of Illinois. Provides that the Department of Commerce and Community Affairs, in its discretion, may establish a program of grants to be matched by economic development entities in the State to finance and promote local economic development. Authorizes the Department to make grants, subject to appropriations by the General Assembly, from the Economic Development Matching Grants Program Fund, a special fund created in the State treasury, to nonprofit organizations and local units of government whose primary objectives are to promote Illinois communities as sites for industrial and business location and expansion. Provides that the applicant's proposed project must have a definable impact on business and industrial attraction, recruitment, or retention. Provides factors to be considered in choosing grant recipients. Provides that State grant dollars shall be evenly matched by the applicant. Provides that moneys appropriated to the program of grants shall be deposited into the Economic Development Matching Grants Program Fund and shall not lapse into the General Revenue Fund at the end of a fiscal year. Provides that these grants shall be in addition to any other grant programs currently in place and administered by the Department. Provides that the Department shall adopt rules to implement this program. Amends the State Finance Act to create the Economic Development Matching Grants Program Fund. Effective immediately. LRB9008581KDks HB2533 Engrossed LRB9008581KDks 1 AN ACT in relation to economic development. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Civil Administrative Code of Illinois is 5 amended by adding Section 47.3 as follows: 6 (20 ILCS 605/47.3 new) 7 Sec. 47.3. The Economic Development Matching Grants 8 Program. The Department, in its discretion, may establish a 9 program of grants to be matched by economic development 10 entities in the State to finance and promote local economic 11 development. The Department is authorized to make grants, 12 subject to appropriations by the General Assembly for this 13 purpose, from the Economic Development Matching Grants 14 Program Fund, a special fund created in the State treasury, 15 to nonprofit organizations and local units of government 16 whose primary objectives are to promote Illinois communities 17 as sites for industrial and business location and expansion. 18 The goal of the program is to enhance the marketing of 19 Illinois by enabling regions and communities to market 20 themselves and thereby attract new business and industry to 21 the State and enhance the environment of growth for existing 22 business and industry. The applicant's proposed project must 23 have a definable impact on business and industrial 24 attraction, recruitment, or retention. Items eligible for 25 funding consideration include, but are not limited to, 26 specific, time-limited research studies related to industrial 27 and business recruitment or retention, advertising and public 28 relation expenses related to the applicant's proposed 29 project, and production of printed materials and brochures, 30 slide presentations and videotapes, and internet home pages 31 for distribution to those involved in expansion or relocation HB2533 Engrossed -2- LRB9008581KDks 1 activities. In determining the recipients of the grants, 2 consideration shall be given to the following factors: (1) 3 does the project demonstrate collaboration between more than 4 one municipality, county, and region; (2) does the project 5 demonstrate substantial potential for economic return from an 6 area outside the applicant's region and provide research 7 measurement; (3) does the project show creativity and good 8 design qualities and appropriately target a specific market; 9 (4) does the project support the Department's economic 10 development out-of-state marketing efforts; (5) is the 11 project a demonstrable part of a long-range marketing or 12 strategic plan; and (6) are the projected costs for the 13 project well-researched and reasonable. State grant dollars 14 shall be evenly matched by the applicant. Moneys 15 appropriated to the program of grants shall be deposited into 16 the Economic Development Matching Grants Program Fund and 17 shall not lapse into the General Revenue Fund at the end of a 18 fiscal year. The grants made under this Section shall be in 19 addition to any other grant programs currently in place and 20 administered by the Department. The Department shall adopt 21 rules to implement this program. 22 Section 10. The State Finance Act is amended by adding 23 Section 5.480 as follows: 24 (30 ILCS 105/5.480 new) 25 Sec. 5.480. The Economic Development Matching Grants 26 Program Fund. 27 Section 99. Effective date. This Act takes effect upon 28 becoming law.
