Provides that new telephone numbers shall not be allocated to telecommunications carriers in blocks of more than 1,000 numbers. Directs the Illinois Commerce Commission to adopt rules requiring the return of unused numbers for reallocation. Provides that the Commission shall not authorize the creation of a new area code within an existing area code in Cook County or any of the the collar counties unless at least 75% of the potentially available telephone numbers within the existing area code are being used by consumers of telecommunications services. LRB9005895LDpk LRB9005895LDpk 1 AN ACT to amend the Public Utilities Act by adding 2 Sections 13-1001 and 13-1002. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Public Utilities Act is amended by adding 6 Sections 13-1001 and 13-1002 as follows: 7 (220 ILCS 5/13-1001 new) 8 Sec. 13-1001. Allocation of telephone numbers. 9 (a) An entity responsible for allocating telephone 10 numbers to a telecommunications carrier shall not issue a 11 block of more than 1,000 new telephone numbers at any one 12 time to any telecommunications carrier. 13 (b) By June 1, 1998, the Commission shall adopt rules 14 concerning the allocation of new telephone numbers to 15 telecommunications carriers and requiring the periodic return 16 for reallocation of numbers that have been allocated to a 17 telecommunications carrier but are not being used by 18 consumers of telecommunications services. 19 (220 ILCS 5/13-1002 new) 20 Sec. 13-1002. Creation of new area codes. The 21 Commission shall not approve the creation of a new area code 22 within an existing area code in Cook, Lake, McHenry, Kane, 23 DuPage, or Will County unless at least 75% of the potentially 24 available telephone numbers within the existing area code are 25 being used by consumers of telecommunications services. 26 Section 99. Effective date. This Act takes effect upon 27 becoming law.
