Amends the Illinois Streetgang Terrorism Omnibus
Prevention Act. Provides that gang members are not eligible
for public aid, public housing, education assistance, or any
other assistance funded in whole or in part with State
moneys.

1 AN ACT to amend the Illinois Streetgang Terrorism Omnibus
2 Prevention Act by adding Section 40.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Illinois Streetgang Terrorism Omnibus
6 Prevention Act is amended by adding Section 40 as follows:
7 (740 ILCS 147/40 new)
8 Sec. 40. Ineligibility of gang member for State
9 assistance. A person who is determined to be a gang member
10 is not eligible for any of the following:
11 (1) Public aid under the Illinois Public Aid Code.
12 (2) Residence in a dwelling unit operated by a
13 housing authority created under the Housing Authorities
14 Act.
15 (3) Any grant, scholarship, loan, or other
16 assistance for paying education expenses that is funded
17 in whole or in part with State moneys.
18 (4) Any other assistance of any kind that is funded
19 in whole or in part with State moneys.
