70 ILCS 1705/32.5 new
Amends the Northeastern Illinois Planning Act. Provides
that the Northeastern Illinois Planning Commission shall
develop a land use plan before developing a regional
transportation plan. Requires transportation investments to
serve land use goals and protect open spaces, wetlands, and
floodplains. Requires transportation investments to
emphasize maintenance of existing infrastructure. Provides
that the Northeastern Illinois Planning Commission shall be
the metropolitan planning organization for purposes of
Section 134 of the federal Highways Act. Requires the
Northeastern Illinois Planning Commission to succeed to all
powers and duties currently performed by the Chicago Area
Transportation Study. Provides that any moneys appropriated
to the Department of Transportation for a metropolitan
planning organization in northeastern Illinois shall be
appropriated for the Northeastern Illinois Planning
Commission.

1 AN ACT to amend the Northeastern Illinois Planning Act by
2 adding Sections 17.2 and 32.5.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Northeastern Illinois Planning Act is
6 amended by adding Sections 17.2 and 32.5 as follows:
7 (70 ILCS 1705/17.2 new)
8 Sec. 17.2. Metropolitan planning organization. The
9 Northeastern Illinois Planning Commission shall be the
10 metropolitan planning organization for purposes of Section
11 134 of the federal Highways Act. The Northeastern Illinois
12 Planning Commission shall succeed to all powers and duties
13 currently performed by the Chicago Area Transportation Study.
14 Any moneys appropriated to the Department of Transportation
15 for a metropolitan planning organization in northeastern
16 Illinois shall be appropriated for the Northeastern Illinois
17 Planning Commission.
