The amount of $15,000,000, or so much 4 thereof as may be necessary, is appropriated from the Capital 5 Development Fund to the Board of Higher Education for 6 distribution as grants authorized by the Higher Education 7 Cooperation Act to support a statewide 8 telecommunications-based instructional delivery system. No 9 grants shall be made from the appropriation made in this 10 Section until after the amount has been approved in writing 11 by the Governor. 12 Section 35. The amount of $15,000,000, or so much 13 thereof as may be necessary and remains unexpended at the 14 close of business on June 30, 1997, from an appropriation 15 heretofore made for such purpose in Article 81, Section 30 of 16 Public Act 89-501, is reappropriated from the Capital 17 Development Fund to the Board of Higher Education for 18 distribution as grants authorized by the Higher Education 19 Cooperation Act to support a statewide 20 telecommunications-based instructional delivery system. No 21 grants shall be made from the appropriation made in this 22 Section until after the amount has been approved in writing 23 by the Governor. 24 Section 40. The sum of $15,522,800, or so much thereof 25 as may be necessary, is appropriated from the General Revenue 26 Fund to the Board of Higher Education for distribution as 27 grants authorized by Section 3 of the Illinois Financial 28 Assistance Act for Nonpublic Institutions of Higher Learning. 29 Section 45. The sum of $3,753,800, or so much thereof as 30 may be necessary, is appropriated from the Education -4- LRB9005250WHcd 1 Assistance Fund to the Board of Higher Education for 2 distribution as grants authorized by Section 3 of the 3 Illinois Financial Assistance Act for Nonpublic Institutions 4 of Higher Learning. 5 Section 50. The sum of $2,900,000, or so much thereof as 2 may be necessary, is appropriated from the Higher Education 3 Title II Fund to the Board of Higher Education for grants 4 from funds provided under the Dwight D. Eisenhower 5 Professional Development Program. 6 Section 70. The sum of $3,445,000, or so much thereof as 7 may be necessary, is appropriated from the General Revenue 8 Fund to the Department of Public Health for distribution of 9 medical education scholarships authorized by an Act to 10 provide grants for family practice residency programs and 11 medical student scholarships through the Illinois Department 12 of Public Health. 13 Section 75. The sum of $1,500,000, or so much thereof as 14 may be necessary, is appropriated from the General Revenue 15 Fund to the Board of Higher Education for distribution as 16 grants authorized by the Illinois Consortium for Educational 17 Opportunity Act. 18 Section 80. The sum of $25,000, or so much thereof as 19 may be necessary, is appropriated from the Education 20 Assistance Fund to the Board of Higher Education for the 21 Illinois Occupational Information Coordinating Committee. 22 Section 85. The sum of $1,700,000, or so much thereof as 23 may be necessary, is appropriated from the General Revenue 24 Fund to the Board of Higher Education for distribution as 25 grants for Cooperative Work Study Programs to institutions of 26 higher education. 27 Section 90. No contract shall be entered into 15 or obligation incurred for any expenditures from the 16 appropriation made in this Section until after the purposes 17 and amounts have been approved in writing by the Governor. 18 Section 110. The sum of $735,700, or so much thereof as 19 may be necessary, is appropriated from the Capital 20 Development Fund to the Board of Trustees of Eastern Illinois 21 University for technology infrastructure improvements at 22 Eastern Illinois University. No contract shall be entered 23 into or obligation incurred for any expenditures from the 24 appropriation made in this Section until after the purposes 25 and amounts have been approved in writing by the Governor. 26 Section 115. The sum of $369,700, or so much thereof as 27 may be necessary, is appropriated from the Capital 28 Development Fund to the Board of Trustees of Governors State 29 University for technology infrastructure improvements at 30 Governors State University. No contract shall be entered 31 into or obligation incurred for any expenditures from the 32 appropriation made in this Section until after the purposes -8- LRB9005250WHcd 1 and amounts have been approved in writing by the Governor. 2 Section 120. The sum of $1,033,500, or so much thereof 3 as may be necessary, is appropriated from the Capital 4 Development Fund to the Board of Trustees of Illinois State 5 University for technology infrastructure improvements at 6 Illinois State University. No contract shall be entered into 7 or obligation incurred for any expenditures from the 8 appropriation made in this Section until after the purposes 9 and amounts have been approved in writing by the Governor. 10 Section 125. The sum of $540,000, or so much thereof as 11 may be necessary, is appropriated from the Capital 12 Development Fund to the Board of Trustees of Northeastern 13 Illinois University for technology infrastructure 14 improvements at Northeastern Illinois University. No 15 contract shall be entered into or obligation incurred for any 16 expenditures from the appropriation made in this Section 17 until after the purposes and amounts have been approved in 18 writing by the Governor. 19 Section 130. The sum of $1,083,200, or so much thereof 20 as may be necessary, is appropriated from the Capital 21 Development Fund to the Board of Trustees of Northern 22 Illinois University for technology infrastructure 23 improvements at Northern Illinois University. No contract 24 shall be entered into or obligation incurred for any 25 expenditures from the appropriation made in this Section 26 until after the purposes and amounts have been approved in 27 writing by the Governor. 28 Section 135. The sum of $707,300, or so much thereof as 29 may be necessary, is appropriated from the Capital 30 Development Fund to the Board of Trustees of Western Illinois -9- LRB9005250WHcd 1 University for technology infrastructure improvements at 2 Western Illinois University. No contract shall be entered 3 into or obligation incurred for any expenditures from the 4 appropriation made in this Section until after the purposes 5 and amounts have been approved in writing by the Governor. 6 Section 140. The sum of $1,691,100, or so much thereof 7 as may be necessary, is appropriated from the Capital 8 Development Fund to the Board of Trustees of Southern 9 Illinois University for technology infrastructure 10 improvements at Southern Illinois University. No contract 11 shall be entered into or obligation incurred for any 12 expenditures from the appropriation made in this Section 13 until after the purposes and amounts have been approved in 14 writing by the Governor. 15 Section 145. The sum of $3,580,300, or so much thereof 16 as may be necessary, is appropriated from the Capital 17 Development Fund to the Board of Trustees of the University 18 of Illinois for technology infrastructure improvements at the 19 University of Illinois. No contract shall be entered into or 20 obligation incurred for any expenditures from the 21 appropriation made in this Section until after the purposes 22 and amounts have been approved in writing by the Governor. 23 Section 150. The sum of $14,762,100 or so much thereof 24 as may be necessary, is appropriated from the Capital 25 Development Fund to the Illinois Community College Board for 26 distribution as grants to community colleges for technology 27 infrastructure improvements. No contract shall be entered 28 into or obligation incurred for any expenditures from the 29 appropriation made in this Section until after the purposes 30 and amounts have been approved in writing by the Governor. -10- LRB9005250WHcd 1 Section 155. The sum of $201,100, or so much thereof as 2 may be necessary and remains unexpended at the close of 3 business on June 30, 1997, from an appropriation heretofore 4 made for such purpose in Article 81, Section 105 of Public 5 Act 89-501, is reappropriated from the Capital Development 6 Fund to the Board of Trustees of Chicago State University for 7 technology infrastructure improvements at Chicago State 8 University. No contract shall be entered into or obligation 9 incurred for any expenditures from the appropriation made in 10 this Section until after the purposes and amounts have been 11 approved in writing by the Governor. 12 Section 160. The sum of $290,100, or so much thereof as 13 may be necessary and remains unexpended at the close of 14 business on June 30, 1997, from an appropriation heretofore 15 made for such purpose in Article 81, Section 110 of Public 16 Act 89-501, is reappropriated from the Capital Development 17 Fund to the Board of Trustees of Eastern Illinois University 18 for technology infrastructure improvements at Eastern 19 Illinois University. No contract shall be entered into or 20 obligation incurred for any expenditures from the 21 appropriation made in this Section until after the purposes 22 and amounts have been approved in writing by the Governor. 23 Section 165. The sum of $143,600, or so much thereof as 24 may be necessary and remains unexpended at the close of 25 business on June 30, 1997, from an appropriation heretofore 26 made for such purpose in Article 81, Section 115 of Public 27 Act 89-501, is reappropriated from the Capital Development 28 Fund to the Board of Trustees of Governors State University 29 for technology infrastructure improvements at Governors State 30 University. No contract shall be entered into or obligation 31 incurred for any expenditures from the appropriation made in 32 this Section until after the purposes and amounts have been 33 approved in writing by the Governor. -11- LRB9005250WHcd 1 Section 170. The sum of $403,600, or so much thereof as 2 may be necessary and remains unexpended at the close of 3 business on June 30, 1997, from an appropriation heretofore 4 made for such purpose in Article 81, Section 120 of Public 5 Act 89-501, is reappropriated from the Capital Development 6 Fund to the Board of Trustees of Illinois State University 7 for technology infrastructure improvements at Illinois State 8 University. No contract shall be entered into or obligation 9 incurred for any expenditures from the appropriation made in 10 this Section until after the purposes and amounts have been 11 approved in writing by the Governor. 12 Section 175. The sum of $213,100, or so much thereof as 13 may be necessary and remains unexpended at the close of 14 business on June 30, 1997, from an appropriation heretofore 15 made for such purpose in Article 81, Section 125 of Public 16 Act 89-501, is reappropriated from the Capital Development 17 Fund to the Board of Trustees of Northeastern Illinois 18 University for technology infrastructure improvements at 19 Northeastern Illinois University. No contract shall be 20 entered into or obligation incurred for any expenditures from 21 the appropriation made in this Section until after the 22 purposes and amounts have been approved in writing by the 23 Governor. 24 Section 180. The sum of $432,500, or so much thereof as 25 may be necessary and remains unexpended at the close of 26 business on June 30, 1997, from an appropriation heretofore 27 made for such purpose in Article 81, Section 130 of Public 28 Act 89-501, is reappropriated from the Capital Development 29 Fund to the Board of Trustees of Northern Illinois University 30 for technology infrastructure improvements at Northern 31 Illinois University. No contract shall be entered into or 32 obligation incurred for any expenditures from the -12- LRB9005250WHcd 1 appropriation made in this Section until after the purposes 2 and amounts have been approved in writing by the Governor. 3 Section 185. The sum of $281,700, or so much thereof as 4 may be necessary and remains unexpended at the close of 5 business on June 30, 1997, from an appropriation heretofore 6 made for such purpose in Article 81, Section 135 of Public 7 Act 89-501, is reappropriated from the Capital Development 8 Fund to the Board of Trustees of Western Illinois University 9 for technology infrastructure improvements at Western 10 Illinois University. No contract shall be entered into or 11 obligation incurred for any expenditures from the 12 appropriation made in this Section until after the purposes 13 and amounts have been approved in writing by the Governor. 14 Section 190. The sum of $665,100, or so much thereof as 15 may be necessary and remains unexpended at the close of 16 business on June 30, 1997, from an appropriation heretofore 17 made for such purpose in Article 81, Section 140 of Public 18 Act 89-501, is reappropriated from the Capital Development 19 Fund to the Board of Trustees of Southern Illinois University 20 for technology infrastructure improvements at Southern 21 Illinois University. No contract shall be entered into or 22 obligation incurred for any expenditures from the 23 appropriation made in this Section until after the purposes 24 and amounts have been approved in writing by the Governor. 25 Section 195. The sum of $1,393,400, or so much thereof 26 as may be necessary and remains unexpended at the close of 27 business on June 30, 1997, from an appropriation heretofore 28 made for such purpose in Article 81, Section 145 of Public 29 Act 89-501, is reappropriated from the Capital Development 30 Fund to the Board of Trustees of the University of Illinois 31 for technology infrastructure improvements at the University -13- LRB9005250WHcd 1 of Illinois. No contract shall be entered into or obligation 2 incurred for any expenditures from the appropriation made in 3 this Section until after the purposes and amounts have been 4 approved in writing by the Governor. 5 Section 200. The sum of $5,975,800 or so much thereof as 6 may be necessary and remains unexpended at the close of 7 business on June 30, 1997, from an appropriation heretofore 8 made for such purpose in Article 81, Section 150 of Public 9 Act 89-501, is reappropriated from the Capital Development 10 Fund to the Illinois Community College Board for distribution 11 as grants to community colleges for technology infrastructure 12 improvements. No contract shall be entered into or obligation 13 incurred for any expenditures from the appropriation made in 14 this Section until after the purposes and amounts have been 15 approved in writing by the Governor. 16 Section 205. The sum of $4,000,000, or so much thereof 17 as may be necessary, is appropriated from the General Revenue 18 Fund to the Board of Trustees of the University of Illinois 19 for the purpose of matching a National Science Foundation 20 grant for the National Center for Supercomputing Applications 21 or its successor. 22 Section 999. Effective date. This Act takes effect July 23 1, 1997.
