Amend House Bill 1664 by replacing 3 the title with the following: 4 "AN ACT to amend the Clinical Psychologist Licensing Act 5 by changing Section 2."; and 6 by replacing Section 5 of the bill with the following: 7 "Section 5. The Clinical Psychologist Licensing Act is 8 amended by changing Section 2 as follows: 9 (225 ILCS 15/2) (from Ch. 111, par. 5352) 10 (Text of Section before amendment by P.A. 89-702) 11 Sec. 2. As used in this Act: 12 (1) "Department" means the Department of 13 Professional Regulation. 14 (2) "Director" means the Director of Professional 15 Regulation. 16 (3) "Committee" means the Clinical Psychologists 17 Licensing and Disciplinary Committee appointed by the 18 Director. 19 (4) "Person" means an individual, association, 20 partnership or corporation. 21 (5) "Clinical Psychology" means the independent -2- LRB9004113JSgcam01 1 evaluation, classification and treatment of mental, 2 emotional, behavioral or nervous disorders or conditions, 3 developmental disabilities, alcoholism and substance 4 abuse, disorders of habit or conduct, the psychological 5 aspects of physical illness. The practice of clinical 6 psychology includes psychoeducational evaluation, 7 therapy, remediation and consultation, the use of 8 psychological and neuropsychological testing, assessment, 9 psychotherapy, psychoanalysis, hypnosis, biofeedback, and 10 behavioral modification when any of these are used for 11 the purpose of preventing or eliminating psychopathology, 12 or for the amelioration of psychological disorders of 13 individuals or groups. "Clinical psychology" does not 14 include the use of hypnosis by unlicensed persons who do 15 not engage in the independent diagnosis, classification, 16 and treatment of nervous, mental, and emotional disorders 17 or conditions or the diagnosis and treatment of human 18 ailments. 19 (6) A person represents himself to be a "clinical 20 psychologist" within the meaning of this Act when he 21 holds himself out to the public by any title or 22 description of services incorporating the words 23 "psychological", "psychologic", "psychologist", 24 "psychology", or "clinical psychologist" or under such 25 title or description offers to render or renders clinical 26 psychological services as defined in paragraph (7) of 27 this Section to individuals, corporations, or the public 28 for remuneration. 29 (7) "Clinical psychological services" refers to any 30 services under paragraph (5) of this Section if the words 31 "psychological", "psychologic", "psychologist", 32 "psychology" or "clinical psychologist" are used to 33 describe such services by the person or organization 34 offering to render or rendering them. -3- LRB9004113JSgcam01 1 This Act shall not apply to persons lawfully carrying on 2 their particular profession or business under any valid 3 existing regulatory Act of the State. 4 (Source: P.A. 88-370.) 5 (Text of Section after amendment by P.A. 89-702) 6 Sec. 2. Definitions. As used in this Act: 7 (1) "Department" means the Department of 8 Professional Regulation. 9 (2) "Director" means the Director of Professional 10 Regulation. 11 (3) "Board" means the Clinical Psychologists 12 Licensing and Disciplinary Board appointed by the 13 Director. 14 (4) "Person" means an individual, association, 15 partnership or corporation. 16 (5) "Clinical psychology" means the independent 17 evaluation, classification and treatment of mental, 18 emotional, behavioral or nervous disorders or conditions, 19 developmental disabilities, alcoholism and substance 20 abuse, disorders of habit or conduct, the psychological 21 aspects of physical illness.
