      20 ILCS 1305/1-30 new
          Amends the Department of  Human  Services  Act.   Creates
      within  the   Department a Welfare Reform Oversight Committee
      to  monitor    implementation  of  federal   welfare   reform
      guidelines.  Effective  immediately.

 1        AN  ACT  to amend the Department of Human Services Act by
 2    adding  Section 1-30.
 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:
 5        Section  5.   The  Department  of  Human  Services Act is
 6    amended by  adding Section 1-30 as follows:
 7        (20 ILCS 1305/1-30 new)
 8        Sec. 1-30.  Welfare Reform Oversight Task Force.
 9        (a)  The Welfare Reform Oversight Task Force  is  created
10    within  the  Department  to provide advice to the Department,
11    the Governor, and  the  General  Assembly  regarding  welfare
12    reform.  The task force shall consist of 16 members appointed
13    by  legislative  leaders, of whom 4 shall be appointed by the
14    Speaker of the House of Representatives, 4 shall be appointed
15    by the Minority Leader of the  House  of  Representatives,  4
16    shall  be  appointed  by  the  President of the Senate, and 4
17    shall be appointed by the  Minority  Leader  of  the  Senate.
18    Each of these appointing authorities may appoint no more than
19    2 members of the General Assembly to serve on the task force.
20    The Secretary shall appoint 2 members from the general public
21    who  have  expertise  and  interest in the subject of welfare
22    reform.  The Secretary of Human Services and the Director  of
23    Public  Aid,  or  their designees, shall serve as ex-officio,
24    non-voting members of the task force.  All appointments shall
25    be in writing and filed with the  Secretary  of  State  as  a
26    public record.  Any vacancy shall be filled by appointment in
27    the  same manner as the original appointment.  In the case of
28    an appointment of a member of the General Assembly, a vacancy
29    shall exist  when  a  member  no  longer  holds  the  elected
30    legislative  office held at the time of appointment.  Members
31    appointed other than to fill a vacancy shall be appointed for

 1    a 2-year term.  The  term  of  all  voting  members,  whether
 2    appointed  to  fill  a  vacancy or otherwise, shall expire on
 3    February 1 of each odd-numbered year.
 4        (b)  At their first  meeting  and  in  February  of  each
 5    odd-numbered  year  thereafter,  the appointed members of the
 6    task force shall elect from among the task force members  who
 7    are  members  of  the  General Assembly 2 co-chairpersons and
 8    other officers as necessary.  The co-chairpersons may not  be
 9    members  appointed  by  the  same  legislative  leader  or by
10    legislative leaders affiliated with the same political  party
11    and  may  not  be  members  of  the same house of the General
12    Assembly.  The task force shall conduct  at  least  4  public
13    hearings  annually  and  may conduct meetings more often upon
14    the call of the chair or any 9 members.  A quorum of the task
15    force shall be 10 members.
16        (c)  Members shall serve without compensation, but  shall
17    be reimbursed for their reasonable expenses actually incurred
18    in  carrying  out  their  duties.    These  expenses shall be
19    reimbursed in the same manner as  other  advisory  committees
20    and  task  forces  to  the  Department.  The Department shall
21    provide staff and technical assistance to the task  force  to
22    enable it to perform its functions.
23        (d)  The task force shall monitor implementation of State
24    and  federal  welfare reform laws, regulations, programs, and
25    funding, including the federal  Personal  Responsibility  and
26    Work  Opportunity  Reconciliation  Act of 1996 (P.L. 104-193)
27    and related measures.  The task  force  shall,  as  it  deems
28    necessary,  advise  the  Department,  the  Governor,  and the
29    General Assembly regarding changes in policies, programs, and
30    laws  that  may  improve  the  State's   implementation   and
31    administration of welfare reform measures.
32        (e)  This Section is repealed on May 31, 2005.
33        Section  99.  Effective date.  This Act takes effect upon
