          Amends the Property Tax Code.   Provides  that  beginning
      January  1, 1998, the Property Tax Appeal Board shall consist
      of 9 members (now 5).  Requires the Governor to appoint 4 new
      members to  take  office  January  1,  1998.   Provides  that
      beginning  January  1,  1998  and  thereafter, no more than 5
      members may be members of the same political party.  Requires
      that appointments by the Governor be made in such a way that,
      no later than in 2003, membership of the Board shall  consist
      of  3 members from a county of 3,000,000 or more inhabitants,
      3 members from counties contiguous to a county with 3,000,000
      or more inhabitants, and 3 members from the remainder of  the
      State.  Effective immediately.

 1        AN  ACT  to  amend  the  Property  Tax  Code  by changing
 2    Sections 7-5 and 7-10.
 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:
 5        Section  5.  The Property Tax Code is amended by changing
 6    Section 7-5 and 7-10 as follows:

 8        Sec. 7-5.  Creation of Property  Tax  Appeal  Board.  The
 9    Property  Tax  Appeal Board shall consist of 5 members before
10    January 1, 1998 and 9 members beginning January 1,  1998  and
11    thereafter  appointed  by  the  Governor, with the advice and
12    consent of the Senate.  The Governor,  with  the  advice  and
13    consent  of the Senate, shall designate one of the members as
14    Chairman.  The property Tax Appeal  Board  shall  be  totally
15    independent  of the Department.  A vacancy on the Board shall
16    be filled in the same manner  as  original  appointments  are
17    made.

20        Sec.  7-10.   Selection  of  members.  The members of the
21    Property Tax Appeal Board shall be qualified by virtue  of  5
22    years  experience and training in the field of public finance
23    administration, at least 2 years of which  shall  be  in  the
24    field  of property appraisal and property tax administration.
25    No more than 3 members before January 1, 1998 and  5  members
26    beginning  January 1, 1998 and thereafter of the Board may be
27    members of the same political party.   The  Chairman  of  the
28    Property  Tax Appeal Board shall receive $28,000 per year, or
29    an amount set by the Compensation Review Board, whichever  is
30    greater;  and  each  other  member of the Board shall receive

 1    $22,500 per year, or an amount set by the Compensation Review
 2    Board, whichever is greater.
 3        Of the initial 5 members of the  Board  the  terms  of  2
 4    members  shall  expire  on the third Monday in January, 1995;
 5    the term of 2 members shall expire on  the  third  Monday  in
 6    January, 1997; and the term of one member shall expire on the
 7    third  Monday  in  January,  1999.   In  accordance  with the
 8    provisions of this amendatory Act of 1997, the Governor shall
 9    appoint 4 new members who shall take office January 1,  1998.
10    Of the 4 members appointed under this amendatory Act of 1997,
11    the  initial  term  of  2  members  shall expire on the third
12    Monday in January, 1999; the initial term of one member shall
13    expire on the third Monday in January, 2001; and the  initial
14    term  of  one  member  shall  expire  on  the third Monday in
15    January, 2003.  As the Governor is  selecting  members  under
16    this  Section,  and  in no case later than 2003, appointments
17    shall be made so that membership of the Board  shall  consist
18    of  3 members from a county with a population of 3,000,000 or
19    more, 3 members from a county contiguous to a county  with  a
20    population  of  3,000,000  or  more,  and  3 members from the
21    remainder of the State.  Members shall be appointed  in  each
22    odd-numbered  year  for a 6 year term commencing on the third
23    Monday in January of such year. Each member shall serve until
24    a successor is appointed and qualified.

26        Section 99.  Effective date.  This Act takes effect  upon
27    becoming law.
