      New Act
          Creates the Worker Benefit Security Act.  Provides that a
      major employer must provide written notice  to  its  affected
      employees at least 60 days before terminating or reducing any
      retirement  or health care benefit.  Effective 6 months after
      becoming law.

 1        AN ACT to require certain  employers  to  notify  workers
 2    before  retirement  or health care benefits are terminated or
 3    reduced.
 4        Be it enacted by the People of  the  State  of  Illinois,
 5    represented in the General Assembly:
 6        Section  1.   Short  title.  This Act may be cited as the
 7    Worker Benefit Security Act.
 8        Section 5.  Definition.  For the purposes  of  this  Act,
 9    "major  employer"  means  any business enterprise that either
10    (i) employs 100 or more persons in this State or (ii) has 500
11    or more former employees who were employed by the  enterprise
12    in  this State and who are or will become eligible to receive
13    retirement or health  care  benefits  as  a  result  of  that
14    employment.
15        Section  10.   Required  notice.   A  major employer must
16    provide written notice  to  its  affected  active  or  former
17    employees at least 60 days before terminating or reducing any
18    retirement or health care benefit.
19        Section  99.   Effective  date.   This Act takes effect 6
20    months after becoming law.
