90_HB1294 20 ILCS 301/35-10 new Amends the Alcoholism and Other Drug Abuse and Dependency Act. Authorizes the Department of Human Services as successor to the Department of Alcoholism and Substance Abuse to establish an Adolescent Family Life Program for high-risk pregnant adolescents who are abusing alcohol or drugs. LRB9003278DNmb LRB9003278DNmb 1 AN ACT to amend the Alcoholism and Other Drug Abuse and 2 Dependency Act by adding Section 35-10. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Alcoholism and Other Drug Abuse and 6 Dependency Act is amended by adding Section 35-10 as follows: 7 (20 ILCS 301/35-10 new) 8 Sec. 35-10. Adolescent Family Life Program. 9 (a) The General Assembly finds and declares the 10 following: 11 (1) In Illinois, a substantial number of babies are 12 born each year to adolescent mothers between 12 and 19 13 years of age. 14 (2) A substantial percentage of pregnant 15 adolescents either abuse substances by experimenting with 16 alcohol and drugs or live in an environment in which 17 substance abuse occurs and thus are at risk of exposing 18 their infants to dangerous and harmful substances. 19 (3) It is difficult to provide substance abuse 20 counseling for adolescents in settings designed to serve 21 adults. 22 (b) To address the findings set forth in subsection (a), 23 the Department of Human Services as successor to the 24 Department of Alcoholism and Substance Abuse may establish an 25 Adolescent Family Life Program. The program shall be 26 designed specifically to meet the developmental, social, and 27 educational needs of high-risk pregnant adolescents and shall 28 do the following: 29 (1) To the maximum extent feasible and appropriate, 30 utilize existing programs and funding rather than create 31 new, duplicative programs and services. -2- LRB9003278DNmb 1 (2) Include plans for coordination and 2 collaboration with existing perinatal substance abuse 3 programs. 4 (3) Include goals and objectives for reducing the 5 incidence of high-risk pregnant adolescents. 6 (4) Be culturally and linguistically appropriate to 7 the population being served. 8 (5) Include staff development training by substance 9 abuse counselors. 10 As used in this Section, "high-risk pregnant adolescent" 11 means a person at least 12 but not more than 18 years of age 12 who uses alcohol to excess, is addicted to a controlled 13 substance, or habitually uses cannabis and is pregnant. 14 (c) If the Department establishes a program under this 15 Section, the Department shall report the following to the 16 General Assembly on or before the first day of the 17 thirty-first month following the month in which the program 18 is initiated: 19 (1) An accounting of the incidence of high-risk 20 pregnant adolescents who are abusing alcohol or drugs or 21 a combination of alcohol and drugs. 22 (2) An accounting of the health outcomes of infants 23 of high-risk pregnant adolescents, including infant 24 morbidity, rehospitalization, low birth weight, premature 25 birth, developmental delay, and other related areas. 26 (3) An accounting of school enrollment among 27 high-risk pregnant adolescents. 28 (4) An assessment of the effectiveness of the 29 counseling services in reducing the incidence of 30 high-risk pregnant adolescents who are abusing alcohol or 31 drugs or a combination of alcohol and drugs. 32 (5) The effectiveness of the component of other 33 health programs aimed at reducing substance use among 34 pregnant adolescents. -3- LRB9003278DNmb 1 (6) The need for an availability of substance abuse 2 treatment programs in the program areas that are 3 appropriate, acceptable, and accessible to adolescents.
