Provides that all duties, obligations, property, assets, and powers of the Chicago Park District shall be transferred to the Department of Natural Resources before January 1, 1999. Provides that the Department shall take over the management and operation of the Park District. Provides that the terms of the Park District Commissioners shall end on December 31, 1998 and all employees of the Park District on December 31, 1998 shall become employees of the Department of Natural Resources, subject to layoff or reorganization by the Department. The State Parks Act is amended by adding 5 Section 8a as follows: 6 (20 ILCS 835/8a new) 7 Sec. 8a. Transfer of property from the Chicago Park 8 District. 9 (a) At the close of the Chicago Park District's business 10 on December 31, 1998, the Department of Natural Resources 11 shall take over management and operation of the Chicago Park 12 District. 13 (1) Before January 1, 1999, the Chicago Park 14 District shall transfer all duties and obligations 15 together with all records, documents, property, and 16 assets to the Department. 17 (2) All powers of the Park District, including the 18 power to issue bonds and levy taxes, shall be transferred 19 to the Department at the close of business on December 20 31, 1998. 21 (3) The Department shall succeed to all rights and 22 interests of the Park District at the close of the Park 23 District's business on December 31, 1998, including any 24 right or interest relating to any cause of action then in 25 existence. 26 (4) All employees of the Park District on December 27 31, 1998 shall become employees of the Department of 28 Natural Resources, subject to lay off or reorganization 29 by the Department. 30 Section 10. The Chicago Park District Act is amended by -2- LRB9003789PTcw 1 adding Section 26.10-5 as follows: 2 (70 ILCS 1505/26.10-5 new) 3 Sec. 10-5. Transfer of property to the Department of 4 Natural Resources. 5 (a) At the close of the Chicago Park District's business 6 on December 31, 1998, the terms of Commissioners of the Park 7 District holding office shall expire. At that time, the 8 management and operation of the Chicago Park District shall 9 be transferred to the Department of Natural Resources. 10 (1) All duties and obligations, together with all 11 records, documents, property, and assets of the Park 12 District shall be transferred to the Department before 13 January 1, 1999. 14 (2) All powers of the Park District, including the 15 power to issue bonds and levy taxes, shall be transferred 16 to the Department of Natural Resources at the close of 17 business on December 31, 1998. 18 (3) The Department shall succeed to all rights and 19 interests of the Park District at the close of the Park 20 District's business on December 31, 1998, including any 21 right or interest relating to any cause of action then in 22 existence. 23 (4) All employees of the Park District on December 24 31, 1998 shall become employees of the Department of 25 Natural Resources, subject to lay off or reorganization 26 by the Department.
